4th Precinct Weekly highlights

I saw this note from CPS Tim Hammett from another list I'm on--"CAPRS is an acronym for Computer Automated Police Reporting System. If you see a number followed by the acronym CAPRS in the highlights, that means that the person in question has that many entries in our police reports. He may be listed as a suspect, an arrestee, a witness, a victim, or in some other role. It does not necessarily mean that he has been arrested that many times." So someone with 56 CAPRS has had 56 contacts with police of any sort.

ASSAULT
30XX LOGAN TUESDAY 0222 HOURS 07-252076
Male struck when an unknown party fired into the house. Witness named her daughters 19 year old male ex-boyfriend as a possible suspect. Victim was Tony Carl a 27 year old male with 56 CAPRS.

12XX LOGAN TUESDAY 1922 HOURS 07-252845
Officers responded to 15XX Morgan and located a male with a bullet in his back which missed his spine and lodged in his stomach. Numerous shell casings, possible suspects, and an involved vehicle were located at this scene. Possible suspects and witnesses were transported and interviewed. The suspect was not arrested but was identified during the investigation. Witness identified a car as being involved so it was towed however a short time later he observed the actual one involved. The owners of the vehicle were met at impound lot where vehicle was released to them and they were advised MPD will pay the tow. Victim was Albert Dillard a 38 year old male with 32 CAPRS. Suspect is a 23 year old male with no CAPRS.

13th & Irving TUESDAY 2055 HOURS 07-252983
Male walking from the park when shots rang out and he realized he was struck in the hand and hip. Witnesses said they saw a group of males arguing outside 11XX Irving and then heard shots. Victim was a 17 year old male with 7 CAPRS.

35th & LYNDALE TUESDAY 2325 HOURS 07-253194
Responding to a SHOTS call officers observe a disturbance involving several females who where stopped and detained. A few minutes later a male was located and transported with a non-life threatening hip wound. The victim gave little suspect information. Evidence was located in a vehicle which was towed. Later determined the male was shot during an argument between current and former girlfriends in which there was a struggle for a gun which went off. Victim was Larry Mosley a 19 year old male with 9 CAPRS.

26XX LYNDALE WEDNESDAY 2300 HOURS 07-256766
21 year old female physically assaulted & struck with baseball bat by other females during a disagreement over a man.

29XX PENN THURSDAY 0030 HOURS 07-254434
71 year old male was shot in the leg while sitting in a chair outside. Victim was transported with non-life threatening injuries. No suspect information. Shot-spotter reported shots came from 29XX Penn & casings recovered across from that address.

94WB & LYNDALE FRIDAY 0100 HOURS 07-255650
Officers attempted to stop an unlicensed vehicle traveling at a very high rate of speed which finally stopped. Officers learned both occupants had warrants and upon re-approach in the car the passenger was called out and while he was doing so the driver took off. One officer jumped into the passenger side window and was eventually able to put the car into park while traveling at speeds up to 50 MPH. The driver continued to fight with officers which lead to an officer fracturing his hand. Arrested were 48 & 39 year old males, Terry Kirk, no history & Steven Kellum, 12 CAPRS.

14th & IRVING FRIDAY 0738 HOURS 07-255914
Responding to a SHOOT officers found on the corner a male partially entangled in a bike he was riding. It was determined the victim suffered one gun shot to the head at very close range. Limited suspect information was gathered and aired. Victim was Jeremy Callaway a 21 year old male from Illinois with one CAPRS entry.

29TH & GIRARD FRIDAY 2200 HOURS 07-256874
18 year old male & friend walking past a house where a group of 30 were hanging out when he heard shots being fired from at least three different guns and saw an older model white car fleeing and then realized he’d been shot. Victim transported by others and seen for a minor wound. Victim had little suspect information and officers were unable to locate a crime scene.

30th & DUPONT SATURDAY 0650 HOURS 07-257415
Male gave conflicting statements regarding to being shot in the lower leg. Victim was Albert Mahone a 22 year old male with 30 CAPRS.

36th & PENN MONDAY 2035 HOURS 07-260703
Officers dispatched to a SHOOT call and located victim on the sidewalk with apparent gun shot wounds to the head and torso. Individually wrapped packages of suspected marijuana and a bullet were found near the victim. Victim transported to NMMC where he is expected to die from his wounds (which he did). Witnesses transported and limited suspect information. Victim was a 15 year old male with 8 CAPRS entries which included Shoplifting, Weapon x2, Robbery x2, Receiving and Concealing, Loiter & Trespass. On his last arrest a member of a community group described him as a perpetual drug dealer who is always harassing residents.

22XX ILION MONDAY 2345 HOURS 07-260863
Officers dispatched to a SHOOT call where the victim drove himself home after being shot in the back of the head while riding a stolen motor scooter in the area. Family members called the police and he was transported with non-life threatening injuries. The bullet was recovered from the uncooperative victim and was inventoried. Officer’s unable to locate a crime scene. Stolen motor scooter was towed to impound lot. Victim was a 16 year old male with 23 CAPRS.

ROBBERY
21st & FREMONT THURSDAY 0410 HOURS 07-254575
Three males crossed the street and approached a 34 year old male and a 20 year old female from behind and at gun point told them to get on the ground. One suspect grabbed the females’ purse and another told the male to take off his shoes. Suspects reached into the males pockets taking $30.00. Suspects fled on foot.

19XX 3rd AVENUE FRIDAY 0848 HOURS 07-255958
Hearing her dog bark a 51 year old female went to check the rear door and confronted an unknown mid 20’s male with a handgun who asked her “where is that nigga at”. Suspect then demanded money and victim handed over $8.00. Suspect fled when he heard other family members.

17th & DUPONT FRIDAY 1810 HOURS 07-256498
ATTEMPT - After picking him up downtown a 506-507/thin male wearing a brown skull cap attempted to rob a Yellow Cab driver @ gunpoint. Only loss was the $20.76 fare. Suspect ran into 600 18th Ave N but couldn’t be located.

GLENWOOD & CEDAR LK RD SATURDAY 0400 HOURS 07-257697
44 year old female went to hospital for facial and hand injuries after a 30 year old male with bad body odor approached and punched her in the face while attempting to steal her purse. Loss was her purse.

16XX WASHINGTON SATURDAY 0655 HOURS 07-257424
Suspect male punched, kicked and pushed a 35 year old mixed race male off his moped and placed it into the trunk of the arrested parties car. A witness saw the assault and heard the suspect yell to the driver to meet him around the corner with the car. The driver asked the suspect “Why did you do something stupid?” Officers aired vehicle information and different officers located the car with the moped in the trunk and arrested the driver but where unable to locate the suspect who fled on foot. Arrested was Santino Dooley a 25 year old male with 43 CAPRS and the suspect is a 23 year old male with 29 CAPRS.

BROADWAY & BRYANT SATURDAY 1725 HOURS 07-257884
25 year old female with 44 CAPRS pulled over and asked a male known to her as Boo Boo if he wanted a ride. Once in her car he demanded @ gunpoint her purse which contained $1,000.00. Suspect then got out of victims vehicle and got into a 2006 Chevrolet Cobalt which listed to a rental car company. Different officers later observed the Cobalt and arrested the driver Arrested on a warrant was Timothy Brown a 20 year old male with 76 CAPRS.

GOLDEN VLY RD & THOMAS SUNDAY 0125 HOURS 07-258528
43 year old female was driving around with her friend a 38 year old male when she pulled over to see if she could help a “pitiful looking” male who then told her he needed help jumping his car. They drove to a residence on Golden Vly Rd where he got out to retrieve jumper cables. When he got back in the car he didn’t have any cables but did have a gun which he used to rob the victims of their jewelry and car. K9 officer later located the vehicle however the driver fled and crashed it. K9 got one bite after suspect refused to surrender. Arrested were Richard Gordon, Nazareth Wilson and Andre Diablo-Coley, Gordon, all males, 19 & 20 years old with 1, 24 and 48 CAPRS. Suspect two ID’d by victims.

24th & 6th STREET SUNDAY 1030 HOURS 07-258886
63 year old female was walking to the store when a 17-19 year male approached, punched her in the face and pulled off her sock off which contained $82.00 and fled on a bike. Victim believes the suspect had been watching her as she walk to the store every morning and when she gets there she takes her money out of her right sock.

3rd & PLYMOUTH SUNDAY 0234 HOURS 07-258613
Officers observed a male attempting to rob a 38 year old male. Arrested was Neill Burnett, a 37 year old male with 17 CAPRS.

Mutual Robbery, Assault, Arson combatants. Recovered was a 357 Taurus 5 shot revolver with magazine.

27th & LYNDALE TUESDAY 1520 HOURS 07-252558
Traffic stop recovered suspected crack cocaine and a loaded 9MM Smith & Wesson semi automatic pistol with one in the chamber. Weapon was a Mpls stolen taken in the 2nd precinct in June 07. Arrested was Brandon Thomas a 19 year old male with 26 CAPRS.

7XX PENN WEDNESDAY 1330 HOURS 07-253870
Juvenile male and two friends broke into his grandparent’s house and stole their shotguns and two rifles, which were later recovered in some nearby bushes. Arrested were an 11 year old male with 4 CAPRS and identified were 17 & 18 year old males with 20 & 17 CAPRS.

37XX MORGAN SATURDAY 2300 HOURS 07-258904
Neighbor found a 25 caliber BRYCO semi automatic pistol. Possibly related to 07-258649 – 07-258732 robbery/assault.

26XX COLFAX SUNDAY 1615 HOURS 07-259208
Responding to a domestic related PERGUN call officers located a loaded 32 caliber Hopkins & Allen semi-automatic five shot revolver on a porch step which arrested party one, a convicted felon, was attempting to hide. Arrested were Frank Jones a 51 year old male with 45 CAPRS & Willie Lusby a 48 year old male on a warrant.

HIGHLIGHTS REPORTED BY PRECINCT SERGEANTS
TUESDAY - 1737 hours - 31/6th Street - 07-252744. Adult male and female smoking crack when the male refused to give the female another hit so she broke a bottle and stabbed him in the arm. Both parties then travel on foot through the neighborhoods causing several people to call in the stabbing. Officers force entry in an abandoned garbage house at 37XX Lyndale after witnesses see them by the house. They are GOA and house boarded up and forced entry report completed. They are eventually located at 42XX Dupont. The male is transported to NMMC and later tagged for Narcotics Loiter. The female has been identified but was not located. The male and female have been dating 2 years and are both homeless. K-9/953 checked the area as did several squads.

TUESDAY – 1800 hours – 22nd & 4th Street - 07-252785. 12 year old female reported while walking in the area a male in his 20’s described as Somali tried to lure her into his rusty older model four door vehicle. The female fled to a nearby home after repeated attempts by the suspect to coax her into his car. Suspect GOA. Luring report completed and Car 9 was advised.

WEDNESDAY – 0040 hours – Broadway & 2nd Street - 07-253295. Officers Suchta & Carroll conduct a traffic stop and while pat searching occupants of the vehicle one party throws 12 rocks of crack so was booked for Narcotics.

FRIDAY - 0110 hours – 47th & Lyndale - 07-255660. Officers observe a vehicle traveling at a high rate of speed and they get into a short pursuit which ends at 50th and 4th St. Officers located ecstasy in the vehicle. One juvenile and two adults booked.

THURSDAY – 1941 hours – 42nd & Penn - 07-255209. Officer Hanks & Recruit Pucely observe an unoccupied Brooklyn Park stolen and while watching it a male returns to the vehicle and officers locate the keys on him. One booked.

SATURDAY – 0706 hours – Broadway & Emerson – 07-257155. 0fficer Thole and Recruit Taylor spot a white Grand Prix pull up alongside another vehicle and motion as if they were pointing a gun at the other car. The other car made a sudden stop as if it the driver was afraid. When the light turned green the officers attempted to stop the Grand Prix but the driver fled SB on Girard from Golden Valley Road at speeds of 30 MPH. The car continued SB to Plymouth, then EB into the 2nd Precinct, eventually going EB on Broadway and then NB on 35W. The pursuit continued and officers alerted others that traffic was very minimal. The driver attempted to go WB on 694 from 35W but lost control. He spun out and went into the thick weedy area inside the cloverleaf and became stuck. Officers tried to get the occupants out by using verbal commands but both refused. Both were eventually removed with some force, including being tased. One other squad was involved but several responded to the scene to help secure the occupants. The pursuit started at 0216 and was ended at 0225 hours. Squad 4401 (Lt. Stoll) and the sergeant responded to the scene and Car 9 was notified. Both occupants transported and booked by other squads. The squad MVR captured the incident and the tape was inventoried.

SATURDAY – 1546 hours – 33rd & Emerson – 07-251120. Officers Vreeland and Rollins observe a vehicle swerving in traffic and attempted to catch up with it during which time it failed to stop at a stop sign. Officers activated their emergency lights and sirens but the vehicle sped up at 35th/Emerson. Due to radio traffic the sergeant wasn’t able to acknowledge the pursuit over the radio until the suspects had bailed from the car. The pursuit lasted for about 2 blocks for 15 to 30 seconds, weather was cloudy, streets were dry and traffic was moderate. Officers didn’t see the suspects well enough for any positive identifications, but three juveniles were caught and transported to the 4th Pct Property Crimes Unit for interviews. The suspects were transported home later. There weren’t any crashes or injuries in this incident. The incident wasn’t caught on tape because the system was broken. This was an unreported Mpls stolen car. The owner responded to the scene and the car was released to the owner.

MONDAY – 1402 hours – 14XX Emerson, 16XX Irving, 18XX James & 17XX James 07-260315 07-260331 07-260378 07-260411. Officer apprehended serial burglar that had broke into at least four homes three of which were occupied after remaining in the area until he saw a male matching the description of the suspect a couple of blocks away. One victim was a retired school teacher who was taking a bath when the suspect had removed a window from her home and unaware of the burglary attempt until officers notified her. One victim had to hide in a bathroom with a baseball bat after the male broke into his home. No one was injured and there wasn’t any loss. This party would have continued his criminal behavior until he was stopped or worse. While in the squad car he remarked on tape that he should had acted as if he had a gun so that officers would have shot him. Great arrest.

Sergeants reported that nights have been busy with calls and great, proactive police work. Officers have been doing a great job at catching the bad guy. Lots of tags and traffic enforcement with all the squads on the streets.

Precinct Officers worked the 35W Bridge Collapse detail starting at 1830 hours on Wednesday.

07-251491 - Search warrant at 68XX Fremont Place recovered 59 grams of crack, $2560.00, a handgun and four were booked.

07-251241 - RIP at 24XX Emerson recovered 6 grams of crack, 6.5 grams of heroin and one was booked.

07-252558 – Suspicious vehicle stop at 27/Lyndale recovered 11 grams of crack and a handgun and one booked.

07-253831/253832 - Double search warrant. Misdemeanor tags issued.

CRT team and SOD assisted Officer Jackson in clearing and boarding Glenwood Inglewood plant.

Team provided detail coverage at the 35W Bridge Collapse Thursday through Sunday.
