1. Problem House that spawned the NECP to be demolished...ASAP

Four summers ago a gang of juvenile girls worked hard at terrorizing residents of Polk Street NE from 29th to Lowery and surrounding area, until one day they attacked a husband an wife walking to Walgreens. One of the main places these girls congregated at was 2632 Polk Street, a problem property with a capital “P.” Unfortunately this place was owned by a person who refused to keep the property in good condition or do anything to stop the constant problems caused by the tenants he chose to rent to.
I’m happy to say this hell-hole will finally be torn down very soon. In fact, the city council voted to put it on an accelerated process for demolition. See details and pictures of inside the place here: http://www.necpreports.org/news/2632-Polk-St-NE-1.pdf
Let this be a warning to all slumlords out there in NE. We as residents of NE Minneapolis will not put up with your profiting at our expense. If you do not keep your property in good condition, or if you continue to rent to problem people, we as residents will work together against you, your properties, and your rental license. And we will eventually win.
We will not allow your lack of responsibility or your lack of landlord skills to damage our neighborhoods further. It may take 4 years to finally shut you down like this place, but we will not waiver until you change your ways or the bulldozer comes. We will vigilantly fight to protect the value of our homes from your blight and for our right to live in peace, and safely sleep through the night. And that’s a promise!
If you have a problem property on your block or near you, you know about the lose of peaceful living and the constant feeling of being on safe. I know many of you that are NECP members are working on these bad houses right now, and sometimes it seems to take forever for results, but stick in there with your efforts, you can make the change, keep pounding away at the procedures the NECP has provided you, and you will win the battle.

2. Impact Statements needed for 4 of NE most Chronic Criminals

Those of you that patrol or follow the arrests in NE will recognize these four criminals. The City attorney and 2nd Precinct are requesting Community Impact Statements (CIS) regarding Lawrence Joyner, Marvin Waldahl, Anthony Waldahl, and James Zaccardi. All of these people are constant offenders in NE and are a menace to all residents. Please take the time to file an impact statement. Remember, you can’t just complain about crime, being burgled, robbed or being stolen from and then not do something to help put the criminals away longer (or at all) when the time comes.
Impact statements tell the court you’ve had enough with the constant problems these people cause in the neighborhood and helps in their sentencing, or how hard they get slapped on the wrist.

5. Northeast’s Most Troublesome People

Have you ever wanted to put a face to the name of a person you read about in this newsletter being arrested--over and over?
Now you can. The 2nd Precinct CLEAN sheet gives names, pictures and other information about the Eastside’s top 13 problem people. At the top of the CLEAN sheet gives information on how people get selected for placement here.
The purpose of the list is to keep the public informed as to the custodial, probationary and warrant statuses of our area's chronic livability offenders. The inclusion of photos will also allow people to associate names with faces and assist in our efforts to gather community impact statements for court. Remember that the people on the list are not necessarily wanted by the police and citizens should not call 911 on those individuals without active warrants.

6. Miscellaneous Crime, Safety, Livability and you can help News

Conceal and Carry class still has 3 spots open for next Sunday the 24th If you have an interest in taking the class needed to get your Minnesota permit to carry a pistol, a local NE trainer will be offering two one-day classes this month; Saturday the 23rd and Sunday the 24th. Each class starts at 8:30 am and runs to late afternoon. The cost is $120.00 and includes range time for your shooting qualification portion. Northeast Dinner Bell (Meals on Wheels) needs your help!
Your local Meals on Wheels Program is looking for volunteer drivers. Meals are ready for pickup Monday through Friday at 11:15 am. Maps and directions are provided. Each route makes about 8-10 stops and takes about 45-50 minutes to complete. You must be a licensed driver and use your own vehicle. Community Impact Statements:
Community Impact Statements are descriptions of the impact that a crime or crime pattern has had on the people who live, work, and visit where it occurred. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports.
Who can write a statement?
Anyone in the community may write a community impact statement. You do not have to be the direct victim of a crime or have personally witnessed the criminal activity in order to submit a community impact statement.
When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out?
If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.

What type of cases may I submit a statement about?
The City Attorney’s system contains only misdemeanor cases prosecuted by the City of Minneapolis. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct.
The Hennepin County system contains information about felony cases such as: Murder, Felony drug possession, Felony property cases, Weapons, Property Damage.

Do you know about a criminal activity that you want the police to know about but are afraid to contact them directly? Then tell us and we’ll let them know. Please be as detailed as possible.
1. Hours when activity occurs
2. What is the activity:
--Hand to hand dealing
--Large amounts of traffic visiting the dwelling for very short periods of time (less than five minutes) --Delivery of what appears to be narcotics by someone other than the occupant, details should be include to support the accusation.
--People visiting for the sake of prostitution (i.e. frequent visits by males for periods of time less than 1 hour).
