4TH PRECINCT HIGHLIGHTS - WEEK 570 – DECEMBER 23 – DECEMBER 29, 2008
The MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by MPD during this time. All persons are considered innocent until proven guilty in a court of law.
ASSAULT
28XX COLFAX WEDNESDAY 2215 HOURS 08-390143
29 year old black male w/11 CAPRS, who had been beaten up knocked on a resident’s door asking for help. Victim said he didn’t want police called but resident did call after about a ½ hour as the victim wasn’t getting any better.
ROBBERY
18XX LOWRY TUESDAY 1508 HOURS 08-389101
21 year old white male w/15 CAPRS, robbed of his jacket, wallet, phone, knife & $80 @ gunpoint by two 18-21 year old black males who held the gun to his head and threatened to shoot him
8th & KNOX TUESDAY 1710 HOURS 08-389207
44 year old black male, beaten and robbed of his wallet by two 15-19 year old black males.
39TH & EMERSON WEDNESDAY 1800 HOURS 08-390004
As a 30 year old Hispanic male, was trying to get his vehicle unstuck from a snow bank three 15-16 year old males approached. At gunpoint one suspect demanded victim’s money and victim gave up his wallet and then all suspects fled. A short time later officers located possible suspects at 42nd & Aldrich and conducted a show-up with the victim. The victim identified one of the suspects. Arrested was a 16 year old black male w/1 CAPRS and two 15 year old black males w/0 & 5 CAPRS ID’d
18th & IRVING SATURDAY 2014 HOURS 08-392347
27 year old black female, robbed of checks, $80.00, phone & EBT card @ gunpoint by two parties which she provided descriptions of. Checking the area officers locate and apprehended them after a foot chase and recovered victims property. Arrested were two 17 & 15 year old black males w/4 & 10 CAPRS
BROADWAY & IRVING MONDAY 0328 HOURS 08-393493
18 & 21 year old black female and male, assaulted and robbed of their phones and a small amount of money by nine 18-25 year old black males wearing all dark clothing. Upon officers arrival victim #1’s brother was on the phone with a suspect saying “the guy jumped our “B” earlier, that is why he got robbed. Suspects can possibly be ID’d.
16th & PENN MONDAY 0352 HOURS 08-393498
Officers responded on a robbery where a party told a 911 Operator he knew who robbed him and provided a vehicle description. K-9 Officer spotted the car SB on Xerxes @ GVR and conducted a felony stop. Several occupants were removed including two Dipset 19’ers with a history of robbing people. Officers attempted several times to contact victim to no avail and a sergeant spoke with his friend who said she drove victim to the area of 30th/Morgan however officers unable to locate him. No weapons found.

2925 QUEEN SATURDAY 0156 HOURS 08-391765
While responding to a shots call officers heard additional shots and determined they came from this address so they set a perimeter and ordered occupants out. While there they found expended casings and a live bullet on the porch/back step area and another discharged casing inside the back door. Once inside officers located crack and marijuana under a couch cushion where residents were sitting. The house was secured while a search warrant was drafted. During the search, officers located a Tech 9 assault pistol, 2 boxes of ammunition, a bullet-proof vest, crack and marijuana. And while at the jail crack was found on an arrested party. A two and four year old in the house were transported to St. Joes. Arrested were Martell Robinson, Marcele Johnson, Alonzo Price, Tiajuana Price, Leah Emerson, Felicia Marinich & Anthony Holmes, black males and females, 23, 25, 49, 24, 23, & 33 years old with 11, 9, 6, 0, 0, 0, & 0 CAPRS
4140 JAMES SATURDAY 2253 HOURS 08-392520
54 year old white female, reported her roommate was inside threatening her and her young child with a gun. Caller then reported he fled in his car and didn’t know if he took a gun. Responding officers located the vehicle and attempted to conduct a felony stop however the driver fled but eventually stopped and taken into custody. At the house officers located BB gun, a 8MM Russian rifle, a bayonet and two large knives. Arrested was Chad Roden a 36 year old white male w/3 CAPRS
2017 EMERSON SUNDAY 0038 HOURS 08-392609
Convoluted domestic where caller reported her intoxicated former boyfriend outside threatening with a gun and upon arrival officers locate him saying the female was harassing him and she fled due to having warrants out of New York. A search of an apartment recovered a sawed off 22 caliber rifle, but unknown if related to the call. Arrested was Maurice Colton, a 20 year old black male w/38 CAPRS on a felony warrant
42ND & LYNDALE MONDAY 2309 HOURS 08-394228
Fridley aired a shots fired call at the Vegas Club with the suspect vehicle leaving WB on 37th into Minneapolis and was last seen NB on Lyndale. Officers observe a vehicle matching the description and stop it and recover a loaded 9 MM Ruger. Arrested were Sylvester McKenzie and James Spencer, 35 & 36 year old black males w/27 & 40 CAPRS

TUESDAY
Plymouth & Emerson - 08-388913. Officers located a Plymouth stolen vehicle which was found to be a civil deal however the driver was found carrying Ecstasy so was booked.
38XX Upton. Officers picked up an adult female for narcotics and R & C involving a stolen rifle for Sgt. Downing.
WEDNESDAY
29th Ave N - Morgan to Newton alley – 2330 hours - 08-389541. Pipe bomb exploded and luckily only property damage
17th & Morgan - 08-389764. Officers spot a fresh stolen and the driver bails out of the moving SUV, but caught a short distance away. The driver said he was just returning the vehicle as he was aware that is was stolen – but he wasn’t sure why he ran.
FRIDAY
3657 Logan - 0036 hours - 08-390756. Initial Robbery of a Dwelling but ended up as a Domestic Assault with shots being fired at the house. Victim completely uncooperative. Suspect eventually located at 0119 hours at 3214 Vincent still in his vehicle. No weapon recovered so it was decided to book him on the most serious offence, DUI.
2147 Lowry – Subway Sandwich - 08-390963. Business burglary sometime Christmas Day. While working ALDI a 3rd Precinct Sergeant spoke with Subway’s manager regarding the burglary and showed him the video and he possibly recognized the suspect from several 3rd precinct business burglaries. And he said the suspects vehicle is at the impound lot waiting on a search warrant and the subject has been arrested several times on the northside for traffic violations so it’s known he hangs there.
2827 Morgan - 1621 hours - 08-391147. Pipe bomb - small devise found by home owner in his garage. Many squads used for perimeter and bid help from Park to free up district squads.
1419 26th - 1911 hours - 08-391295. Caller reported her ex-boyfriend trying to break in and upon arrival officers found a door kicked in and the confrontation over with. Two parties arrested.
701 Broadway - 2020 hours - 08-391369. Off Duty arrest where the suspect slammed his head into the squads cage while in transit. Uncooperative male booked after receiving three stitches at the hospital.
2024 Washington – Halek’s Bar - 1945 hours - 08-391312. Beat officers observed narcotics activity and booked one for narcotics.
SATURDAY
15XX Broadway - 08-392088. Officers responded to a customer trouble at the Unbank where adult female was trying to cash a check that was a fraudulent document. The female who gave a false name and date of birth was booked.
SUNDAY
Lowry & Dupont - 2030 hours - 08-393192. Officers spotted a Minneapolis stolen occupied by three females. The 18 year old driver was booked and the two juvenile occupants were cited.
MONDAY
33rd/6th St N - 2240 hours - 08-394209. While on patrol officers hear a woman screaming and observe blood on her face and the male in the vehicle with her bailed when he saw police. A foot chase ensued and the male was captured a short distance away. Female stated the male is her ex boyfriend as they broke up 10 months ago and while she was inside another vehicle speaking with a male friend the suspect broke the passenger window and pulled her from the vehicle. The suspect then forced her into his vehicle and was driving off when spotted by police. One male arrested.

1615 Girard – Tuesday - 1513 hours - 08-389104 - 22 caliber rifle and 12 gauge shotgun, one gram of heroin & 56 grams of weed. One booked for Narcotics & Weapons and a female for Disorderly house
2622 Morgan – Friday – 1321 hours - 08-391042 - 45 caliber Glock, a 9MM Beretta and a 12 gauge shotgun, all loaded. Arrested were Khaliani Johnson & Thomas Stanes, 21 & 24 yea old black males w/24 & 3 CAPRS & Glock stolen from a Minnetonka gun store
Directed patrol continued at the hot spots with numerous arrests.
DIRECTED PATROL
19 Misdemeanor arrests and two misdemeanor warrant arrests plus -
Monday - 08-388530 - Officers stopped an unlicensed vehicle and found driver to be CANC-IPS.
08-388398 - Officers initiated a stop for a non-functioning license plate light after dusk and when the driver was
identified by his MN ID he was found to have Hennepin County felony warrants.
08-388710 - Officers stopped a vehicle for an obstructed license plate and the driver gave officers an alias. When the
officers learned his true identity they and found he had two Hennepin County felony warrants.
Tuesday - 08-398290 - Officer located a moving stolen, initiated a felony stop and arrested the driver.
Saturday -08-392371 - Officers checked a vehicle registration and found it to be a Minneapolis stolen and stopped it. One party
booked for Auto Theft and one for Tampering with a Motor Vehicle.
DP Areas:
33rd to 35th - Queen to the Parkway – due to robberies where guns used or implied officers stopping & identifying suspicious persons.
36th Avenue, particularly in the areas of the store on Penn and the apartment building on Fremont – recovered a moving stolen from 36th and Penn while patrolling the area.
16th and Penn - Recent gang related shooting.
JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
Male @ 32XX Newton. Active: Felony Receiving and Concealing, Motor Vehicle Tampering & a probation violation arrest warrant for Motor Vehicle Tampering. Priors: Curfew x2, Motor Vehicle Tampering x2, Burglary, Trespass, Lurking & Assault 5. Officers made contact with a parent and sibling, who reported he isn’t attending school, is staying with gang associates in St. Paul at a reportedly unknown location and that he was at the address the previous evening in a stolen car.
Brothers @ 9XX 55th Ave. N. Brooklyn Center the home of their aunt Latoya Banks. #1– Active: Aggravated Robbery - Priors: Aggravated Robbery, Weapons, Arson, Runaway & Disorderly Conduct. #2– Active: Terroristic Threats – Priors: Curfew x3, Narcotics x3, Narcotics Loitering, Tobacco, Domestic Assault, Motor Vehicle Theft, Damage to Property x3, Trespass, Assault 5 x4 & Terroristic Threats. Officers obtained search however the parties inside were uncooperative beyond that point.
Male @ 28XX Cedar, 40XX Snelling & 29XX Colfax. Active: Aid and Abet Aggravated Robbery. Priors: Aggravated Robbery, Assault 2, Motor Vehicle Tampering, Flee Police on Foot, Curfew, Narcotics Loitering, Narcotics, Knife in School, Disorderly Conduct & Assault 5. Subject is a reported “10’s” gang member. Interviews and searches conducted found his girlfriend at the Colfax address. JCAT talked to him by phone however he refused to turn himself in and hung up. He’s reportedly staying with an unknown a party in the Phillips neighborhood.
Male @ 36XX 4th Street, his grandmother’s home. Active: Assault. Priors: Shoplift. Officers spoke w/a parent and an aunt who reported he didn’t come home last night and was with a friend @ 33XX Oliver who was recently arrested for burglary. The subject wasn’t at Oliver.
Male @ 26XX Knox - completely vacant even though JCAT had contact w/the family a week ago. Active: Aiding an Offender. Priors: Motor Vehicle Theft, Robbery, Motor Vehicle Tampering, Curfew x2, Disorderly Conduct & Shoplift.
Male @ 21XX Sheridan, home of his handicapped grandmother. Active: Drug Paraphernalia, Disorderly Conduct and Curfew/Park Ordinance Violations. Priors: Curfew x4, Assault 5 x9, Disorderly Conduct x4, Narcotics, Possession of Drug Paraphernalia, Runaway x2, Damage to Property x2, Disorderly Conduct x4 & Damage to Motor Vehicle. Subject’s grandmother reported him on the run and not attending school, but somewhere on the northside.
Male Taliban gang member @ 14XX Thomas. Active: Narcotics x12, Narcotics Loitering x10, Curfew x6, Motor Vehicle Tampering x2, Litter and Assault. Officers encountered his brother and his girlfriend and their infant child in the basement.
Male @ 28XX James. Active: Gross Misdemeanor Damage to Property. Officers learned he’s been kicked out of the house and his whereabouts are currently not known but reportedly attends North High School.
Electronic Home Monitoring agent called and reported a male fled EHM again and may be with a girlfriend @ 36XX Colfax and when officers went there they learned the female doesn’t live there and has no association there. We interviewed persons in the area who admit knowing the subject & the girl but no further information was obtained.
