The MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by MPD during this time. All persons are considered innocent until proven guilty in a court of law.
ASSAULT
28XX COLFAX WEDNESDAY 2215 HOURS 08-390143
29 year old black male w/11 CAPRS, who had been beaten up knocked on a resident’s door asking for help. Victim said he didn’t want police called but resident did call after about a ½ hour as the victim wasn’t getting any better.
ROBBERY
18XX LOWRY TUESDAY 1508 HOURS 08-389101
21 year old white male w/15 CAPRS, robbed of his jacket, wallet, phone, knife & $80 @ gunpoint by two 18-21 year old black males who held the gun to his head and threatened to shoot him
8th & KNOX TUESDAY 1710 HOURS 08-389207
44 year old black male, beaten and robbed of his wallet by two 15-19 year old black males.
39TH & EMERSON WEDNESDAY 1800 HOURS 08-390004
As a 30 year old Hispanic male, was trying to get his vehicle unstuck from a snow bank three 15-16 year old males approached. At gunpoint one suspect demanded victim’s money and victim gave up his wallet and then all suspects fled. A short time later officers located possible suspects at 42nd & Aldrich and conducted a show-up with the victim. The victim identified one of the suspects. Arrested was a 16 year old black male w/1 CAPRS and two 15 year old black males w/0 & 5 CAPRS ID’d
18th & IRVING SATURDAY 2014 HOURS 08-392347
27 year old black female, robbed of checks, $80.00, phone & EBT card @ gunpoint by two parties which she provided descriptions of. Checking the area officers locate and apprehended them after a foot chase and recovered victims property. Arrested were two 17 & 15 year old black males w/4 & 10 CAPRS
BROADWAY & IRVING MONDAY 0328 HOURS 08-393493
18 & 21 year old black female and male, assaulted and robbed of their phones and a small amount of money by nine 18-25 year old black males wearing all dark clothing. Upon officers arrival victim #1’s brother was on the phone with a suspect saying “the guy jumped our “B” earlier, that is why he got robbed. Suspects can possibly be ID’d.
16th & PENN MONDAY 0352 HOURS 08-393498
Officers responded on a robbery where a party told a 911 Operator he knew who robbed him and provided a vehicle description. K-9 Officer spotted the car SB on Xerxes @ GVR and conducted a felony stop. Several occupants were removed including two Dipset 19’ers with a history of robbing people. Officers attempted several times to contact victim to no avail and a sergeant spoke with his friend who said she drove victim to the area of 30th/Morgan however officers unable to locate him. No weapons found.

2925 QUEEN SATURDAY 0156 HOURS 08-391765
While responding to a shots call officers heard additional shots and determined they came from this address so they set a perimeter and ordered occupants out. While there they found expended casings and a live bullet on the porch/back step area and another discharged casing inside the back door. Once inside officers located crack and marijuana under a couch cushion where residents were sitting. The house was secured while a search warrant was drafted. During the search, officers located a Tech 9 assault pistol, 2 boxes of ammunition, a bullet-proof vest, crack and marijuana. And while at the jail crack was found on an arrested party. A two and four year old in the house were transported to St. Joes. Arrested were Martell Robinson, Marcele Johnson, Alonzo Price, Tiajuana Price, Leah Emerson, Felicia Marinich & Anthony Holmes, black males and females, 23, 25, 49, 24, 23, & 33 years old with 11, 9, 6, 0, 0, 0, & 0 CAPRS
4140 JAMES SATURDAY 2253 HOURS 08-392520
54 year old white female, reported her roommate was inside threatening her and her young child with a gun. Caller then reported he fled in his car and didn’t know if he took a gun. Responding officers located the vehicle and attempted to conduct a felony stop however the driver fled but eventually stopped and taken into custody. At the house officers located BB gun, a 8MM Russian rifle, a bayonet and two large knives. Arrested was Chad Roden a 36 year old white male w/3 CAPRS
2017 EMERSON SUNDAY 0038 HOURS 08-392609
Convoluted domestic where caller reported her intoxicated former boyfriend outside threatening with a gun and upon arrival officers locate him saying the female was harassing him and she fled due to having warrants out of New York. A search of an apartment recovered a sawed off 22 caliber rifle, but unknown if related to the call. Arrested was Maurice Colton, a 20 year old black male w/38 CAPRS on a felony warrant
42ND & LYNDALE MONDAY 2309 HOURS 08-394228
Fridley aired a shots fired call at the Vegas Club with the suspect vehicle leaving WB on 37th into Minneapolis and was last seen NB on Lyndale. Officers observe a vehicle matching the description and stop it and recover a loaded 9 MM Ruger. Arrested were Sylvester McKenzie and James Spencer, 35 & 36 year old black males w/27 & 40 CAPRS

TUESDAY
Plymouth & Emerson - 08-388913. Officers located a Plymouth stolen vehicle which was found to be a civil deal however the driver was found carrying Ecstasy so was booked.
38XX Upton. Officers picked up an adult female for narcotics and R & C involving a stolen rifle for Sgt. Downing.
WEDNESDAY
29th Ave N - Morgan to Newton alley – 2330 hours - 08-389541. Pipe bomb exploded and luckily only property damage
17th & Morgan - 08-389764. Officers spot a fresh stolen and the driver bails out of the moving SUV, but caught a short distance away. The driver said he was just returning the vehicle as he was aware that is was stolen – but he wasn’t sure why he ran.
FRIDAY
3657 Logan - 0036 hours - 08-390756. Initial Robbery of a Dwelling but ended up as a Domestic Assault with shots being fired at the house. Victim completely uncooperative. Suspect eventually located at 0119 hours at 3214 Vincent still in his vehicle. No weapon recovered so it was decided to book him on the most serious offence, DUI.
2147 Lowry – Subway Sandwich - 08-390963. Business burglary sometime Christmas Day. While working ALDI a 3rd Precinct Sergeant spoke with Subway’s manager regarding the burglary and showed him the video and he possibly recognized the suspect from several 3rd precinct business burglaries. And he said the suspects vehicle is at the impound lot waiting on a search warrant and the subject has been arrested several times on the northside for traffic violations so it’s known he hangs there.
2827 Morgan - 1621 hours - 08-391147. Pipe bomb - small devise found by home owner in his garage. Many squads used for perimeter and bid help from Park to free up district squads.
1419 26th - 1911 hours - 08-391295. Caller reported her ex-boyfriend trying to break in and upon arrival officers found a door kicked in and the confrontation over with. Two parties arrested.
701 Broadway - 2020 hours - 08-391369. Off Duty arrest where the suspect slammed his head into the squads cage while in transit. Uncooperative male booked after receiving three stitches at the hospital.
2024 Washington – Halek’s Bar - 1945 hours - 08-391312. Beat officers observed narcotics activity and booked one for narcotics.
SATURDAY
15XX Broadway - 08-392088. Officers responded to a customer trouble at the Unbank where adult female was trying to cash a check that was a fraudulent document. The female who gave a false name and date of birth was booked.
SUNDAY
Lowry & Dupont - 2030 hours - 08-393192. Officers spotted a Minneapolis stolen occupied by three females. The 18 year old driver was booked and the two juvenile occupants were cited.
MONDAY
33rd/6th St N - 2240 hours - 08-394209. While on patrol officers hear a woman screaming and observe blood on her face and the male in the vehicle with her bailed when he saw police. A foot chase ensued and the male was captured a short distance away. Female stated the male is her ex boyfriend as they broke up 10 months ago and while she was inside another vehicle speaking with a male friend the suspect broke the passenger window and pulled her from the vehicle. The suspect then forced her into his vehicle and was driving off when spotted by police. One male arrested.

2622 Morgan – Friday – 1321 hours - 08-391042 - 45 caliber Glock, a 9MM Beretta and a 12 gauge shotgun, all loaded. Arrested were Khaliani Johnson & Thomas Stanes, 21 & 24 yea old black males w/24 & 3 CAPRS & Glock stolen from a Minnetonka gun store

Monday - 08-388530 - Officers stopped an unlicensed vehicle and found driver to be CANC-IPS.
08-388398 - Officers initiated a stop for a non-functioning license plate light after dusk and when the driver was
identified by his MN ID he was found to have Hennepin County felony warrants.
08-388710 - Officers stopped a vehicle for an obstructed license plate and the driver gave officers an alias. When the
officers learned his true identity they and found he had two Hennepin County felony warrants.
Tuesday - 08-398290 - Officer located a moving stolen, initiated a felony stop and arrested the driver.
Saturday -08-392371 - Officers checked a vehicle registration and found it to be a Minneapolis stolen and stopped it. One party
booked for Auto Theft and one for Tampering with a Motor Vehicle.

33rd to 35th - Queen to the Parkway – due to robberies where guns used or implied officers stopping & identifying suspicious persons.
36th Avenue, particularly in the areas of the store on Penn and the apartment building on Fremont – recovered a moving stolen from 36th and Penn while patrolling the area.
16th and Penn - Recent gang related shooting.
JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
Male @ 32XX Newton. Active: Felony Receiving and Concealing, Motor Vehicle Tampering & a probation violation arrest warrant for Motor Vehicle Tampering. Priors: Curfew x2, Motor Vehicle Tampering x2, Burglary, Trespass, Lurking & Assault 5. Officers made contact with a parent and sibling, who reported he isn’t attending school, is staying with gang associates in St. Paul at a reportedly unknown location and that he was at the address the previous evening in a stolen car.
Brothers @ 9XX 55th Ave. N. Brooklyn Center the home of their aunt Latoya Banks. #1– Active: Aggravated Robbery - Priors: Aggravated Robbery, Weapons, Arson, Runaway & Disorderly Conduct. #2– Active: Terroristic Threats – Priors: Curfew x3, Narcotics x3, Narcotics Loitering, Tobacco, Domestic Assault, Motor Vehicle Theft, Damage to Property x3, Trespass, Assault 5 x4 & Terroristic Threats. Officers obtained search however the parties inside were uncooperative beyond that point.
Male @ 28XX Cedar, 40XX Snelling & 29XX Colfax. Active: Aid and Abet Aggravated Robbery. Priors: Aggravated Robbery, Assault 2, Motor Vehicle Tampering, Flee Police on Foot, Curfew, Narcotics Loitering, Narcotics, Knife in School, Disorderly Conduct & Assault 5. Subject is a reported “10’s” gang member. Interviews and searches conducted found his girlfriend at the Colfax address. JCAT talked to him by phone however he refused to turn himself in and hung up. He’s reportedly staying with an unknown a party in the Phillips neighborhood.
Male @ 36XX 4th Street, his grandmother’s home. Active: Assault. Priors: Shoplift. Officers spoke w/a parent and an aunt who reported he didn’t come home last night and was with a friend @ 33XX Oliver who was recently arrested for burglary. The subject wasn’t at Oliver.
Male @ 26XX Knox - completely vacant even though JCAT had contact w/the family a week ago. Active: Aiding an Offender. Priors: Motor Vehicle Theft, Robbery, Motor Vehicle Tampering, Curfew x2, Disorderly Conduct & Shoplift.
Male @ 21XX Sheridan, home of his handicapped grandmother. Active: Drug Paraphernalia, Disorderly Conduct and Curfew/Park Ordinance Violations. Priors: Curfew x4, Assault 5 x9, Disorderly Conduct x4, Narcotics, Possession of Drug Paraphernalia, Runaway x2, Damage to Property x2, Disorderly Conduct x4 & Damage to Motor Vehicle. Subject’s grandmother reported him on the run and not attending school, but somewhere on the northside.
Male Taliban gang member @ 14XX Thomas. Active: Narcotics x12, Narcotics Loitering x10, Curfew x6, Motor Vehicle Tampering x2, Litter and Assault. Officers encountered his brother and his girlfriend and their infant child in the basement.
Male @ 28XX James. Active: Gross Misdemeanor Damage to Property. Officers learned he’s been kicked out of the house and his whereabouts are currently not known but reportedly attends North High School.
Electronic Home Monitoring agent called and reported a male fled EHM again and may be with a girlfriend @ 36XX Colfax and when officers went there they learned the female doesn’t live there and has no association there. We interviewed persons in the area who admit knowing the subject & the girl but no further information was obtained.

About the 4th Precinct Weekly Highlights
There is a note from Mary Rainville the 4th Precinct CPS on this week's Precinct Highlights.
Please note: Effective Monday, January 5th I am being detailed to the chief’s office and at this time I am unsure if this report will continue in the same fashion. I’ll keep you posted.
The highlights are promoted not only by this blog but also by the 4th Precinct CARE site and are distributed by subscription to some of the Minneapolis city government lists.
Many of you come here to read the 4th precinct highlights each week. Some have noted that no other precinct provides as comprehensive a report on the goings on in the precinct and wish that their precincts generated such "blotter" reports, rather than just the occasional alert when some major activity is happening, like a serial rapist or a rash of burglaries. Undoubtedly, there is a resource issue here and such issues are likely to crop up with the city looking to cut its budget.
Another issue with the highlights which has come up from time to time is the unfiltered nature of the information. Traditionally, newspapers have refused to print the names of people who have been arrested but not charged and in some cases, they refuse to print victims' names. Blogs and the highlights have no such restriction. People often want to read these highlights because they are raw information.
People have asked me from time to time whether it's right to publish arrest notices. Like the MPD and the North East Citizens' Patrol, which also publishes such info, there is always a disclaimer that an arrest does not mean a charge was made or even an assertion of guilt. In fact, if you descriminate against someone, for employment or housing reasons, based on this type of information, YOU may be guilty and could be held personally liable. I am not commenting on whether this is right or wrong, I am just pointing out that unless a person is eventually convicted of a crime it is unwise to assume guilt for any formal purpose from the reports because you might be held responsible for something which is beyond your knowlege or control.
There is another issue with the 4th precinct highlights that people make note of from time to time--the inclusion of race in the reports. At one point, race was even eliminated from the reports. At the moment there is an discussion going on on my neighborhoood email list about whether this information is discriminatory. To most of us, it's not a shock that minorities, poverty and crime all coexist as seemingly related variables in North Minneapolis' 4th precinct. The contentious issue is what people make of that. Some say that it makes "outsiders" more likely to blame blacks for crime and perpetuates stereotypes. Others say that if race isn't listed, it's essentially a coverup of the fact that there is one community that is more disproportionately likely to commit crimes as well as be victims of crimes. The argument here is that it doesn't do any good to ignore this fact and may actually prevent resources from being directed at its amelioration.
Frankly, I have always been of the opinion that raw data is better than no data or on a system of only producing press releases that include little independently verifiable data. Let me be clear, the city government, including the MPD, has been very forthcoming with crime data in the last 3 or 4 years but there are risks to that, including civil liabilities and penalties that are possible to both the MPD and the users of that data. This year in particular, the city has settled with numerous individuals with complaints against the police. I am not going to discuss the merits of any of those cases at the moment but I am going to suggest, as I have in the past, that there is a danger here of a corporate CYA response to curtailing the information flow that might result from it. Such a response would be understandable but unacceptable for a Police Department or any branch of government. Unlike a private corporation, government has a responsibility to provide a higher degree of transparency and accountability. Obviously, those values have to be balanced with concerns for public safety and individuals right to privacy and since those are subject to interpretation, the limits of those are always being determined on a case by case basis.
Bottom line: There is a danger that we may be losing one of the best reports that we in North Minneapolis have for identifying the problem blocks/houses/individuals in our neighborhoods. Without it, we are only aware of the crime right in front of us, on our particular street. Some may say, well, only crime on your street affects you, so learning about crime elsewhere is simply a kind of voyerism anyway. I disagree. We live in a neighborhood and a city. There are many things that separate us these days and make social networks difficult to maintain, from block to block. A block by itself can try to fight crime but if it doesn't know what's happening on the next block it's never going to be in more than a defensive position. A case in point is the recent gruesome murder case of the body found in a vacant garage. That happened on the other side of North Minneapolis from me. Murder is something which, fortunately, people still take notice of in Minneapolis but there are multiple aspects of the case which are now being publicized. Like minors hanging out on the street with drug dealers (could have been rounded up by curfew and truant sweeps). Or suspicious activity in vacant houses. Most of us see this stuff all the time but sometimes we flag it to the authorities and sometimes we don't. A case like this reminds us of why it is important to do it every time. Yes, some people take the information and sensationalize it or feed their prejudices with it. But if it stops one Annshalike from ending up dead in a cold garage, her life of endless possibilies cut short, then sorry, I'm all for the promoting sensationalism.

A note on the homicide numbers
Because the bodies of Annshalike Hamilton and her daughter were discovered earlier than the homicide on Christmas day, the MPD and the Star Tribune are counting them as homicides #37 and #38. The Christmas day one in South Minneapolis was #39, which is also our total for the year, thus far. We are still under last year's total of 47. H/T Sgt. The Frozen Girl in the Garage: homicides #38 & #39
Star Tribune (Paul Walsh) has a head start but the MPD press conference is going on right now.There will be a Tom Lyden story tonight on Channel 9 and I suspect there will be others around the dial.
Johnny Northside has been following the case from the beginning and has some more info now. I think this is going to be akin to the Loesch murder last year in that the level of coverage will go up because of the story. First of all, she was a minor. And she was pregnant, hence the "double" homicide. When everything comes out, we will all feel very sorry for the family of this girl.

WHAT: The Minneapolis Police seeks the public’s assistance in developing suspect information in the murder of a 15 year old pregnant female who was found dead inside a garage at 2222 4th St N.
WHERE: 2222 4th St N, outside near the garage
WHEN: TODAY, 4:00 p.m., Monday December 29th.
MORE: Minneapolis Police Department head of Homicide, Lt Richard Zimmerman, and Fourth Precinct Inspector, Mike Martin, will update the public on recent developments and the status of the investigation.

Johnny Northside has been following the case from the beginning and has some more info now. I think this is going to be akin to the Loesch murder last year in that the level of coverage will go up because of the story. First of all, she was a minor. And she was pregnant, hence the "double" homicide. When everything comes out, we will all feel very sorry for the family of this girl.

WHAT: The Minneapolis Police seeks the public’s assistance in developing suspect information in the murder of a 15 year old pregnant female who was found dead inside a garage at 2222 4th St N.
WHERE: 2222 4th St N, outside near the garage
WHEN: TODAY, 4:00 p.m., Monday December 29th.
MORE: Minneapolis Police Department head of Homicide, Lt Richard Zimmerman, and Fourth Precinct Inspector, Mike Martin, will update the public on recent developments and the status of the investigation.

Downtown Precinct warns on underground and attatched garage security

Crime Pattern:
With each new condominium development opening Downtown, we have noted one major security problem with just about every building which has created multiple opportunities for criminals. North Loop, Downtown West and Downtown East have all seen an increase in larceny--theft--primarily from underground garages. These thefts often involve breaking in to cars, or removing bikes (locked or unlocked) from racks in the garages.
We have not identified any suspects in these thefts. In some cases, security cameras were working well but the images retrieved could not be used to identify suspects. In many incidents in the past few years the cameras were poorly positioned, out of focus, or disabled. The cameras in most buildings we've surveyed are sporadically monitored at best.
Tips:
Often people refer to their building as "secured" due to electronic card key access, cameras, automatic garage doors, etc. Be advised that none of these security features makes a building 100% secured. There are no technological security features that do not require a human being to monitor, maintain, and operate them for the features to work. So, in just about all circumstances, your personal safety, and the security of your personal belongings and the rest of the building, is primarily on your shoulders. THIS INCLUDES LETTING PEOPLE INTO YOUR UNDERGROUND GARAGE AREAS by driving to your parking space without making sure the door has closed behind you without allowing interlopers in. Several past studies of Downtown theft patterns concluded that a large percentage of thefts from office spaces, apartments, and condos are committed by suspects allowed in by a neighbor/office worker who "didn't want to be rude." Allowing unknown persons in behind you opens up your entire building to potential thefts or worse.
Regarding steps your building can take, here are several measures implemented by various buildings throughout the precinct:
* Installing cameras which record and are monitored at a central location. Although cameras have very limited deterrence value, having a good image of a suspect can often lead to an identification and arrest, which may prevent the *next* incident. Be advised that experienced thieves will evade cameras, cover up their face when passing them, or attempt to disable them. To increase the chance of preventing an incident or assisting the MPD in apprehending criminals, they should be monitored and any suspicious activity called in to the building's security personnel or to 911.
* Reduce the time that your automatic garage door closer is idle when cars enter and leave the underground garage. No matter how quickly the door closes, those parking their cars should *wait* until the garage door has closed behind them, regardless of whether they are entering or leaving the garage. This is the Achilles Heel of just about every building with underground parking--unless everyone entering or leaving makes sure unknown interlopers don't enter behind them, the building is not secured! One ultimate fix to this would be to have your building install a rocker-arm just beyond one car length on either side of the door, which would not rise until the garage door has closed, thereby forcing everyone into the habit of waiting and watching the major garage entrance.
* Some locations with numerous incidents have hired security for random visits to the building. We caution owner associations that some security firms will promise several walk-throughs per day, as part of a package to reduce expenses among several buildings. Unless your hired security has a constant presence in the areas most vulnerable to interlopers, watching the building's entrances and exits will remain largely on owners'/residents' shoulders.
* A few locations have hallways/atria which are shared with businesses or restaurants. As much as possible, entrances to either should be unambiguous and the entrances to the residential areas locked with an electronic access system. Electronic access card systems can be programmed so that lost or stolen cards are deactivated without the cost of rekeying one door or an entire building; they can also help building management, security, and the police determine if thefts are internal. Given that many owner association buildings have a higher percentage of rental units that originally intended, the turnover among unfamiliar residents may make it difficult to know who belongs on ones floor.
First Precinct response to requests for extra patrol:
Before all else, rest assured that all areas of the precinct and the city have squads/officers assigned to patrol them, regardless of crime patterns. Areas with a low volume of police calls have fewer squads assigned to them than areas with a higher than average volume. When considering where to assign squads and officers above and beyond the general demand for police service throughout the precinct, we consider the following:
* Top priority for extra patrol is given to concentrated areas of violent crimes such as robberies and assaults.
* As our staffing levels permit, we also have squads patrol areas of concentrated reports of property crimes while waiting for 911 calls to specific locations in their districts.
* We will not patrol private property without sufficient indication of immediate, on-going risk to the personal safety of residents, businesses, or visitors to an area, or without a substantial liklihood of catching criminals involved in burglaries or thefts.
* One location might have an extreme spike in one type of crime, but not be in our directed patrol area if that type of crime has spiked throughout the precinct. This is very common with car break-ins and thefts from underground garages--your building might have suddenly experienced several thefts from your underground parking spaces, but if many other buildings have experienced a similar spike, any extra patrol would be so diffuse as to be little better than the amount of patrol already done by the alloted district squads.
* These patterns are analyzed to adjust our directed patrol weekly and even daily when necessary.
Often the question is asked, "Has there been an increase of this type of crime in our area?" We can only know of crime that is reported to us. If there has been an increase of any significant crime, it will be reflected on our weekly crime maps which are posted on-line:

You can assure neighbors that it is their decision whether or not to report the theft to their insurance companies; our officers simply take the report so you have a case number in the event it is required for insurance.
In sum, don't hesitate to contact us with your concerns and even requests for extra patrol. We also are available to meet with residents or buiness tenants in your property to brainstorm over other security measures that your property management and each individual condo owner, tenant, or business in the building can and should implement. The latter will have much more impact in the long term to reduce the potential for crime in your building and neighborhood.

Again, way up on the quiet side of North in the 2900 block of Morgan. Police note the pattern but are mum on who or what the target may be or what's going on here. Hopefully they have leads they aren't talking about. Wireless Security cameras have gotten pretty cheap, people.

- Homicide #37 has been ID'd as Luis Figueroa-Morales, 28. He had a history that included charges for 5th degree assault and disorderly conduct for which he did time at the workhouse but the most recent time in court on his sheet was 2004. (Star Tribune)
- Guy robs same convenience store twice in St. Anthony. St. Anthony is adjacent to Northeast Minneapolis.
- Johnny Northside, the blogger who has been following the story of the body found in the North Minneapolis garage has been contacted by the local media who are interested in reporting the story.

Christmas Day Assault and Robbery in South Minneapolis
David Chanen of the Strib has the story. The woman said she was followed from a convenience store to her apartment, beaten and robbed, in broad daylight. The area is near where the Whittier and Lowry Hill neighborhoods meet.

Crime News Roundup
I've been kind of busy the last few days and haven't had time to make note of these stories.
- Rape has been at the top of the Minneapolis News the last few days. The Strib has this story by Paul Walsh about a woman who was raped after being at a bar. Sounds like somebody spiked her drink. They have a suspect and he's already been matched to another rape. Then, by their main cops reporter, David Chanen, there is this story about a 15 year old girl who was raped by multiple men at a party. The basics were outlined in last week's 4th precinct highlights. A fifteen year old girl at a party with alcohol and adult men? Sounds like the very definition of "at risk" youth to me.
- A pipe bomb in a "quiet" North Minneapolis neighborhood. Yes there are quite a few quiet neighborhoods up here. Maybe somebody was experimenting or just had the wrong address.
- The obligatory "presents stolen off the front porch" story from Caroline Lowe at WCCO.

Chatter re: the frozen girl in the Northside Garage
There hasn't been much more news about the body found in the Northside garage of a vacant house since it happened a few weeks back. The MPD stated that there would be a delay in the COD due to the frozen state of the deceased. Without a COD, the case would remain a "suspicious death" rather than a homicide. The most extensive reporting on this case has come from The Adventures of Johnny Northside blog which tracks livability and chronic crime in his part of North Minneapolis. His post extensively detailed problems at the house and it's role as a serious crime magnet on the block.
Tonight Johnny reports that he returned home from holiday travels to find a whole slew of anonymous comments awaiting moderation on his blog regarding this case, including details about the victim and how her body came to be there. He's posted them now. There was so little information about the case in the media, there was some speculation that she could have been a homeless person who died seeking shelter in an unheated garage. The comments suggest a body dump instead. If there is a COD other than exposure, we'll know that pretty soon.
I often get comments posted even a year later on homicides and other violent crimes I report or highlight in the blog. These comments sometimes are along the lines of anger and revenge or just sorrow over the loss of some individual. For those of us who read these reports who are removed from these events, it's important to remember for every victim (even victims who led risk filled, self-destructive and sometimes criminal lives) there is nearly always collateral damage of other innocent people whose lives are shattered by the loss.

Uncooperative 18 year old black male w/13 CAPRS was shot in the leg by an unknown party.
2507 Bryant MONDAY 1839 HOURS 08-388405
Officers responded to a shooting at St. Phillips Church and locate a 18 year old black male w/8 CAPRS in a basement bathroom saying he’d been shot in the leg while in the bathroom. As officers attempted to gather information the victim became uncooperative and the numerous teenagers there at the time of the shooting weren’t able to provide any information. Officers unable to locate any evidence in the bathroom or surrounding vicinity. Officers believe the wound was accidentally self inflicted.

While outside his truck a 33 year old Hispanic male was robbed of $130 @ gunpoint by a 20-30 year old black male who approached and said “give me your money or I will kill you.”

19 year old black male robbed @ gunpoint by two black males while sitting in his car waiting for his uncle.

CRT warrant recovered a small amount of weed and a loaded 9MM Highpoint & Taurus semi automatic handgun. Suspect is a 23 year old black male w/28 CAPRS
BROADWAY & FREMONT THURSDAY 1625 HOURS 08-384944
Passerby observed a handgun lying in the street. Officers recovered a loaded H & K.
2701 LYNDALE SUNDAY 1545 HOURS 08-387485
Officers observed two black males loitering and then fleeing after one threw an object later found to be a 9MM Taurus.
PATROL HIGHLIGHTS SUBMITTED
TUESDAY
39XX Upton – 0940 hours – 08-382939. 911 in progress burglary where upon arrival officers stop two parties matching the aired descriptions. Victim told officers he was sleeping in the basement, heard noise upstairs, grabbed his shotgun and while at the bottom of the steps observed a male and then another who fled outside where he confronted them but they fled. Victim ID’d the suspects found carrying his property. Arrested were 15 & 14 year old black males w/16 & 3 CAPRS – one lives ½ a block away
4th Precinct officers also responded to an attempted burglary at 39XX Vincent earlier in the day where a 84 year old male ran out his front door while an unknown black male attempted to kick in his rear door.
Later a warrant was executed at one of the suspects home recovered bullets an I-POD’s from suspects bedroom and weed, crack cocaine and a gun stolen in a burglary @ 27XX Thomas N in his mothers bedroom.
1300 Olson Memorial Highway - 1630 hours - 08-384015. While on the school bus student over hears another talking about bringing weapons and explosives to Dunwoody Academy School and killing people. Squad took initial report, notified school administration and our Juvenile Unit who followed up on the info. Arrested was a 15 year old black male w/1 CAPRS
WEDNESDAY
4318 Xerxes – 1136 hours – 08-383797. Residents called in a suspicious person who had been seen earlier in the week at a residence which suffered damage to its alarm panel. Party was found to not have a valid reason for being in the area and carrying burglary tools. Arrested was Zebedee Clark a 45 year old black male w/36+ CAPRS - DOC hold placed as he’s on parole from St. Cloud for 3rd degree burglary

16XX Plymouth – 2230 hours - 08-384319. While handling a domestic and speaking with residents and ID’ing witnesses an officer recognized a party. Around Thanksgiving he’d responded to burglary and later the B of I sent him an e-mail naming a person who left his prints behind was the party no insight. 21XX Ilion - 0300 hours - 08-386502. 15 year old female called 911 regarding a rape however it took officers an hour to locate her. The female was repeatedly raped at the above location by at least five adult and juvenile males. Officers located the house and at the time of this report the house was being held pending a search warrant. Resources: Dogwatch 409,421, 411, 423, daywatch 410, 412, 422, 710, and 120. Arrested were Toua Thao, Lee Long, juvenile male & Cha Thao, Asian males 21, 21, 15, & 25 years old w/0 CAPRS & a 15 year old Asian male listed as a suspect
51st & Irving 49th & Girard – 0249-0250 hours – 08-386451. Officers attempted to stop a driver for reckless driving at a high rate of speed and running stop signs however he fled. Shortly afterward officers aired the driver pulled over but fled on foot. The driver was located about an hour later in a nearby residence. 431 was the only squad in the pursuit however 409, 425, 961, 954, 955, 292, 411, 423, 462, 421 & Brooklyn Center assisted on the perimeter. 4th St N @ 2nd Ave - 1312 hours - 08-387417. During a transport a squad was rear ended and the prisoner complained of neck pain so was transported to HCMC. Driver of the striking vehicle arrested for the assortment of narcotics found in his vehicle. Arrested was John Thacker a 27 year old white male
17XX Plymouth – 2245 hours - 08-387767. Officers dispatched to a rape where the victim was assaulted and raped by a male known to her. At the time of the report a search warrant was being drafted and precinct officers were at the scene. Arrested was Willie Tabor 56 year old black male

Traffic stop for illegal use of an alley and object hanging from the rear view mirror during which the passenger was identified due to not wearing a seat belt. Arrested were Shawn Carlson and Karea Sanders, 34 & 24 year old white male and female w/25 CAPRS and a felony warrant.

Officers responded to a shooting at St. Phillips Church and locate a 18 year old black male w/8 CAPRS in a basement bathroom saying he’d been shot in the leg while in the bathroom. As officers attempted to gather information the victim became uncooperative and the numerous teenagers there at the time of the shooting weren’t able to provide any information. Officers unable to locate any evidence in the bathroom or surrounding vicinity. Officers believe the wound was accidentally self inflicted.

39XX Upton – 0940 hours – 08-382939. 911 in progress burglary where upon arrival officers stop two parties matching the aired descriptions. Victim told officers he was sleeping in the basement, heard noise upstairs, grabbed his shotgun and while at the bottom of the steps observed a male and then another who fled outside where he confronted them but they fled. Victim ID’d the suspects found carrying his property. Arrested were 15 & 14 year old black males w/16 & 3 CAPRS – one lives ½ a block away
4th Precinct officers also responded to an attempted burglary at 39XX Vincent earlier in the day where a 84 year old male ran out his front door while an unknown black male attempted to kick in his rear door.
Later a warrant was executed at one of the suspects home recovered bullets an I-POD’s from suspects bedroom and weed, crack cocaine and a gun stolen in a burglary @ 27XX Thomas N in his mothers bedroom.
1300 Olson Memorial Highway - 1630 hours - 08-384015. While on the school bus student over hears another talking about bringing weapons and explosives to Dunwoody Academy School and killing people. Squad took initial report, notified school administration and our Juvenile Unit who followed up on the info. Arrested was a 15 year old black male w/1 CAPRS

4318 Xerxes – 1136 hours – 08-383797. Residents called in a suspicious person who had been seen earlier in the week at a residence which suffered damage to its alarm panel. Party was found to not have a valid reason for being in the area and carrying burglary tools. Arrested was Zebedee Clark a 45 year old black male w/36+ CAPRS - DOC hold placed as he’s on parole from St. Cloud for 3rd degree burglary

16XX Plymouth – 2230 hours - 08-384319. While handling a domestic and speaking with residents and ID’ing witnesses an officer recognized a party. Around Thanksgiving he’d responded to burglary and later the B of I sent him an e-mail naming a person who left his prints behind was the party no insight. Like this guy did, as reported in the Pioneer Press, who opened the door to a guy who claimed to have had his car break down in the cold. The homeowner got held up at gunpoint for his trouble. The U of M's Humphrey Institute's site Smart Politics has a post on crime and unemployment. They did a few standard statistical tests on the data and found a relationship between the two, but it's the opposite of what you would expect. As the unemployment rate goes up, crime tends to go down in MN. At least until now, your mileage may vary... etc. etc. H/T Politics in MN

- David Chanen, the cops reporter at the Star Tribune has his end of the year story on violent crime. It's down 13% from last year and 24% from the previous year. Juvenile crime is down double digits too.
- The Admiral at Lake Minnetonka Liberty has a story about a Bloomington criminal who fled right into the Bloomington Police station
- The debate has begun about whether a spike in crime will accompany the faltering economy. Caroline Lowe interviewed a bunch of Minnesota chiefs who are bracing for a crime wave and hoping that cities won't cut their budgets. You would think that local governments would prioritize police and first responder services but politics can intervene.
- A block to the north of me that has been experiencing a burglary wave met recently and here are some tips that neighbors shared:
- The cops say that most burglars look for three (3) things--to rob quickly (locked doors and gates will foil this), to rob quietly (using alarms will discourage this), to rob without being seen (keep exterior lights on all night).
- Truant kids may have been responsible for the recent break ins. Call 911 when seeing kids out and about in the middle of the day.
- Put your car keys beside your bed at night. If you hear a noise outside your home or someone trying to get in your house, just press the panic button for your car.

Arrest made in Downtown homicide
December 22, 2008 (MINNEAPOLIS) The Minneapolis Police Homicide Unit announced today that an arrest had been made in the December 16th homicide that occurred in the 1400 block of Portland Avenue South. During that incident officers in the First Precinct responded to a 911 call and found an adult male with a stab wound inside of the address. The male was taken to HCMC where he later died.
This morning the Minneapolis Police Violent Criminal Apprehension Team arrested Joseph NMN Lott (Date of birth 9-21-1978) in Plymouth, MN in connection with this homicide. He has since been booked into the Hennepin County Jail on a charge of PC Murder.
The Minneapolis Police Homicide Unit will be working with the Hennepin County Attorney’s Office in regards to the charging of this case.

* 2nd Precinct: Overall violent crime fell 44% this week and remains 21% lower over 2007. Property crimes in total decreased 23% for the year.
* CITYWIDE TRENDS: The MPLS total violent crime rate continues to be lower than last year by 13%. Since 2006, violent crime has fallen by 24%. MPLS has had 35 homicides this year to date. This is a 22% decrease from 45 homicides at this time in 2007. This is a 39% decrease from 57 homicides at this time in 2006. Robberies decreased by 9% this week. The year-to-date decrease is 18% compared to 2007. Aggravated assaults were 8% lower in this year-to-date period. Rape has decreased by 17% this year. Total property crimes decreased by 8% in this year period. Less than 20% of all arrests involved juveniles this week; this is down from 30% in 2007.

* 1700 block of Washington: Officers responded to Robbery; 2 suspects located blk away, both positively ID’d at scene by victim; victim’s property recovered in a vehicle: 2 Arrested/robbery. CID investigating.
* 2600 blk Central: Officers dispatched to Robbery of Business; suspect fled scene; witness observed suspect go into house across street; officers surrounded house, located suspect; she is suspect in 2 robberies: Arrested/robbery. CID investigating
* 2nd Precinct: Overall violent crime fell 44% this week and remains 21% lower over 2007. Property crimes in total decreased 23% for the year.
* CITYWIDE TRENDS: The MPLS total violent crime rate continues to be lower than last year by 13%. Since 2006, violent crime has fallen by 24%. MPLS has had 35 homicides this year to date. This is a 22% decrease from 45 homicides at this time in 2007. This is a 39% decrease from 57 homicides at this time in 2006. Robberies decreased by 9% this week. The year-to-date decrease is 18% compared to 2007. Aggravated assaults were 8% lower in this year-to-date period. Rape has decreased by 17% this year. Total property crimes decreased by 8% in this year period. Less than 20% of all arrests involved juveniles this week; this is down from 30% in 2007.

Is here at the eastside defender website. The top story this week is a shooting at a community center/school in NE. John points out the similarity to the homicide a few weeks ago at the Northside Jerry Gamble's Boys and Girls club. These places are meant as a safe and positive alternative for kids who might otherwise be getting into trouble. If trouble follows them, it has to be contained or these places will just become yet another crime magnet and generator, only this time, sponsored by the community.

Midtown Greenway - Hiawatha LRT Trail

· Whenever possible ride/walk with others. You are much safer in a group.
· While there are “Bluelight phones” that connect to 911 on the trail they may not be immediately adjacent to your location. A cell phone is a great idea but is often a targeted item for suspects.
· Familiarize yourself with landmarks on the trail so that if you do call 911 you can give your location accurately. Provide your location and a cross street to the 911 operator, for example “on the Midtown Greenway east of 18th Avenue.”
· Make a personal decision about what you want to do if attacked. Bear in mind you are less likely to be injured if you comply.
· Wear your helmet. Not only will it protect you in an accident but if attacked you are less likely to sustain a head injury.

Last couple of weeks it was North's Precinct 4 that had all the burglaries. Now there is a crime alert for Precinct 2, the Windom Park Neighborhood.

Facts:
There has been an increase of burglaries of garages and homes in eastern Windom Park Neighborhood. Since December 9, the following burglaries have occurred:
*
2300 block of Benjamin Street NE – pried open a side garage door and took a floor jack.
*
2300 block of Benjamin Street NE – entered home by breaking a basement window and left through back door.
*
2200 block of Wilson St NE – fireplace log used to break window. Suspect reach in and stole money.
*
1900 block of McKinley St NE – forced open service door to garage, and then entered vehicle and took door opener.
*
1900 block of Stinson Boulevard NE – Pried garage open and stole wool blanket.
What you can do:
Review your home security and take steps to improve it:
* Install high-security strike plates with 3” screws and deadbolt locks on exterior doors. Locks should have a 1” bolt throw, case-hardened cylinder guard, and tie screws on the inside.
* For door locks within 3 ½ feet of a window, install a double-cylinder deadbolt or reinforce the window with a grille, polycarbonate, a security storm door, etc. (Note: City ordinance does not allow double-cylinder deadbolt locks for multi-unit rental housing.)
* Turn on your outside lights at night, and consider installing exterior motion-detector lights that illuminate all potential entry points to your home and do not cause shadows.
* Keep shrubs, bushes, and hedges trimmed to a height of 3' or less.
* Leave a radio on when you leave home. Use light timers, so your home looks occupied.
* Don’t open your door to anyone you don't know.
* Have your mail and papers picked up, lawn mowed, and walks shoveled when you are out of town.
* Secure basement windows with screws, grilles, or bars.
* Secure other accessible windows with pins, keyed locks, or track fillers.
* Keep garage and home locked at all times—even when you are home or in the yard.
* Call 911 if you see suspicious activity, such as someone checking doors and windows on a neighbor’s home.

4151 Girard - 1046 hours - 08-376284. Officers flagged down and interrupted a garage burglary in progress where suspects were stealing a snow blower and fled but were caught. Arrested were juvenile male & Lance Buckingham, 16 & 19 year old black males w/11 & 35 CAPRS

Dowling & Penn – 1245 hours - 08-376332. A sergeant using plate recognition equipment apprehended a Brooklyn Center rolling stolen. Arrested were two 16 & 15 year old black males w/6 & 7 CAPRS
3210 Bryant – 1627 hours - 08-376560. Officers respond to a domestic where the female left and upon arrival are met by uncooperative family members who refuse service so officers left. Caller calls back a few minutes later and demands officers return and when they do they observe friends/family of the female in the front about to fight family members of the male. An adult female is out of control yelling racist and profane language at the other group from the porch of the house and officers warn her repeatedly to stop. And when they attempt to arrest her she resists so officers ask for assistance and then air they are fighting so a HELP call is aired. Arrested were Estella Fleming, Melvin Hooker, Jermaine Fleming, Robert Fleming, Kevin Fleming & Gary Fleming, 46, 43, 19, 27, 24 & 18, black female and black males for Obstruct Justice and Disorderly Conduct
THURSDAY
44th & Aldrich - 0158 hours - 08-378187. Dispatch aired Columbia Heights lost a vehicle which was last seen entering Minneapolis. A short time later officers observe the car in the area of 44th & Aldrich and pull in behind but the driver flees and is pursued for a few minutes throughout the northern precinct border. The driver heads into Brooklyn Center and the squad loses it but Squad 955 then sees it NB on Hwy 252 from Hwy 694 traveling at approximately 100 mph. We terminated and State Patrol continued but again loses the suspect somewhere in Blaine.
FRIDAY
42 & Fremont to 36th & Fremont - 0113-0114 hours - 08-379083. Officers aired that they were attempting to stop a fleeing vehicle for a traffic infraction and then aired the driver abruptly pulled to the curb and exited with his hands up. No damage to squad, other vehicle, or property. Arrested was Anthony Otterson a 19 year old white male
Downtown – 0224 hours – 08-378122. While working as a response squad officers responded to a shots call near the 1st Ave Bar and observe three people near a vehicle, and one walks away while two others duck into the car and start leaning into the back seat area. Officers stop them and find a Mac-10 and a .45 handgun in the back seat. Arrested were Akhenaten Gayetey, Seville Welch & juvenile male, 28, 17 & 15 year old black males w/30, 15 & 24 CAPRS – the two juveniles are 4th Pct. Tre-Tre associates members and the adult is a well-known dope dealer. Great arrest!!
SUNDAY
Unity Hospital – Fridley 08-381686. 42 year old black male reported being stabbed on Friday but refused to give more info and was gone upon officers arrival.
30th & 4th Street - 0104-0122 hours - 08-381288. Officers tried to stop a vehicle for traffic violations however the driver fled and as he crossed over the Broadway Bridge threw out objects later determined to be weed and paraphernalia. The driver went east on University into St Paul and our sergeant authorized the pursuit to continue. U of M assisted but unable to deploy their stop sticks. St Paul assisted when the pursuit entered into their city where it continued for a short time before coming back into Minneapolis the Lake St Bridge. The suspect turned down an alley and finally lost control at 31st St & 43rd Ave S at which point a state trooper pinned the vehicle ending the pursuit. The suspect who struggled during his arrest was booked DWI. Due to the slow speeds of the pursuit our sergeant followed from a block behind in order to monitor speeds, traffic conditions, road and weather conditions. Officers in assisting squads blocked traffic at intersections as the pursuit approached as the driver slowed greatly or stopped at intersections with red lights or stop signs and signaled lane changes and turns. There was great assistance from St Paul, State Patrol and squads from other precincts that assisted to help control intersections and other traffic during the pursuit. The entire pursuit last for 18 minutes and went approximately 10 miles. The speeds for almost the entire pursuit was under 40 mph, traffic conditions were light, streets were damp with the temperature in the 30’s, there were no other accidents, injuries or damage to any squads or property. Arrested was Stephen O’Keefe a 29 year old white male

4601 Lyndale – 0200 hours – 08-381955. Plainclothes deputies discover fresh burglary at Rachel’s Bar and observe two suspect vehicles leave the scene and follow one into Brooklyn Center however BC is tied up on unrelated case. Several of our squads assist and it is found the ATM and a safe had been broken into and another safe was missing along with a minimum of $4,000 -5,000 dollars. Suspects known to a Ramsey County Task Force

Logan & Willow – 1859 hours - 08-375842. Traffic stop for revoked vehicle registration found the passenger not wearing a seatbelt so he was ID and found to have a GM warrant for 2nd degree DWI. Arrested were Gloria & Michael Payne, 56 and 48 year old black female and male w/3 & 40 CAPRS.

3501 Fremont – 0136 hours – 08-376088. Officers made contact with a car obstructing traffic and smell a strong smell of
burnt weed and find two bags of weed and suspected ecstasy. Arrested was George Howell a 20 year old black male w/6 CAPRS
2700 Emerson – 2121 hours - 08-376797. Officers arrested a male with suspected crack cocaine after a buy. Arrested was Pernell Brown a 30 year old black male w/4 CAPRS

JCAT - Mpls Juvenile Division, 4th Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
Male @ 30XX 4th Ave. N, up. Active: Narcotics. Priors: Loiter w/Intent to Buy or Sell Narcotics, Runaway, Assault 5, Obstruct Legal Process & Curfew. Remarks on the warrant indicate that he tested positive for drugs cocaine, he’s not attending school, not following rules at home, and not in compliance w/court ordered Sentence to Serve. Officers made contact with his mom who said he’d not returned home last night and he may be with his girlfriend w/whom has a two year old child. The mom went with officers to show where the girlfriend lives, 16XX Marshall St. NE, where they located and arrested the subject.
Male @ 342XXEmerson. Active: Aggravated Robbery. Dwelling found completely vacated & no further leads to follow.
Male. Active: Flee Police on Foot. Priors: Weapons & Flee Police on Foot. The only information officers initially had was his girlfriend’s first name. Field investigations determined her last name and that her mom lives at 22XX 4th Ave. N. Officers proceeded there and encountered the mom’s uncooperative boyfriend who wouldn’t allow officers inside. Officers later conducted a telephone interview the mom who indicated that her daughter resides at an apt. bldg. near Plymouth & Humboldt which officers determined to be 12XX 12th Ave. N where they met with security and further investigated this case. Officers discovered the girlfriend lives in #XXX and has frequent disruptive visitors. Officers discovered the subject has been there in the past and that he is using an alias. Officers checked the apartment however the occupants left just prior to their arrival.
Male, Active: Aggravated Robbery. Priors: Aggravated Robbery & Curfew. Officers checked his mom’s @ 20XX Penn without success and conducted investigations and found a girlfriend @ 13XX Thomas where they proceeded and conducted interviews. Officers learned the subject sometimes attends school at Transition Plus and contacted the school but they weren’t willing to release information. Officers also checked 43XX Webber Pkwy, a 9 unit building, and interviewed tenants while trying to locate the subject. Officers had leads the subject frequently stays with a family at the address. Later officers learned he was on a city bus NB on Penn from Olson Hwy and they intercepted and stopped it at Penn & Plymouth and arrested him. Subject was unwilling to reveal where he stays when he isn’t at home.

Hennepin County Juvenile Probation Officer requested to search a church at 4300 Thomas for male who reportedly knows the pass code of the church and goes in there at night to sleep. It is also reported he has damaged and stolen money from the church. Officers search but he was GOA.

Male - Active: Washington County Flee Police on Foot and information subject was recently involved in two cases where a handgun was present. Priors: Weapons & Flee Police on Foot. Officers requested to locate the subject and only initial information was he frequented the northside and had a girlfriend. Interviews lead officers to a north Minneapolis address and two Apple Valley locations. At the second address officers made contact with his aunt and learned he was inside so was arrested. Subject was physically and verbally uncooperative and very angry at being apprehended.

Checking on his boarded property building owner found a body in the garage. Assistance from the fire department with lights and heat as no electricity in garage and weather was -25 wind-chill. Officers were on scene until approximately 2300 hours.

School Resource Officer assaulted after breaking up a fight. Arrested was a 14 year old black female

4151 Girard - 1046 hours - 08-376284. Officers flagged down and interrupted a garage burglary in progress where suspects were stealing a snow blower and fled but were caught. Arrested were juvenile male & Lance Buckingham, 16 & 19 year old black males w/11 & 35 CAPRS

Dowling & Penn – 1245 hours - 08-376332. A sergeant using plate recognition equipment apprehended a Brooklyn Center rolling stolen. Arrested were two 16 & 15 year old black males w/6 & 7 CAPRS
3210 Bryant – 1627 hours - 08-376560. Officers respond to a domestic where the female left and upon arrival are met by uncooperative family members who refuse service so officers left. Caller calls back a few minutes later and demands officers return and when they do they observe friends/family of the female in the front about to fight family members of the male. An adult female is out of control yelling racist and profane language at the other group from the porch of the house and officers warn her repeatedly to stop. And when they attempt to arrest her she resists so officers ask for assistance and then air they are fighting so a HELP call is aired. Arrested were Estella Fleming, Melvin Hooker, Jermaine Fleming, Robert Fleming, Kevin Fleming & Gary Fleming, 46, 43, 19, 27, 24 & 18, black female and black males for Obstruct Justice and Disorderly Conduct
THURSDAY
44th & Aldrich - 0158 hours - 08-378187. Dispatch aired Columbia Heights lost a vehicle which was last seen entering Minneapolis. A short time later officers observe the car in the area of 44th & Aldrich and pull in behind but the driver flees and is pursued for a few minutes throughout the northern precinct border. The driver heads into Brooklyn Center and the squad loses it but Squad 955 then sees it NB on Hwy 252 from Hwy 694 traveling at approximately 100 mph. We terminated and State Patrol continued but again loses the suspect somewhere in Blaine.
FRIDAY
42 & Fremont to 36th & Fremont - 0113-0114 hours - 08-379083. Officers aired that they were attempting to stop a fleeing vehicle for a traffic infraction and then aired the driver abruptly pulled to the curb and exited with his hands up. No damage to squad, other vehicle, or property. Arrested was Anthony Otterson a 19 year old white male
Downtown – 0224 hours – 08-378122. While working as a response squad officers responded to a shots call near the 1st Ave Bar and observe three people near a vehicle, and one walks away while two others duck into the car and start leaning into the back seat area. Officers stop them and find a Mac-10 and a .45 handgun in the back seat. Arrested were Akhenaten Gayetey, Seville Welch & juvenile male, 28, 17 & 15 year old black males w/30, 15 & 24 CAPRS – the two juveniles are 4th Pct. Tre-Tre associates members and the adult is a well-known dope dealer. Great arrest!!
SUNDAY
Unity Hospital – Fridley 08-381686. 42 year old black male reported being stabbed on Friday but refused to give more info and was gone upon officers arrival.
30th & 4th Street - 0104-0122 hours - 08-381288. Officers tried to stop a vehicle for traffic violations however the driver fled and as he crossed over the Broadway Bridge threw out objects later determined to be weed and paraphernalia. The driver went east on University into St Paul and our sergeant authorized the pursuit to continue. U of M assisted but unable to deploy their stop sticks. St Paul assisted when the pursuit entered into their city where it continued for a short time before coming back into Minneapolis the Lake St Bridge. The suspect turned down an alley and finally lost control at 31st St & 43rd Ave S at which point a state trooper pinned the vehicle ending the pursuit. The suspect who struggled during his arrest was booked DWI. Due to the slow speeds of the pursuit our sergeant followed from a block behind in order to monitor speeds, traffic conditions, road and weather conditions. Officers in assisting squads blocked traffic at intersections as the pursuit approached as the driver slowed greatly or stopped at intersections with red lights or stop signs and signaled lane changes and turns. There was great assistance from St Paul, State Patrol and squads from other precincts that assisted to help control intersections and other traffic during the pursuit. The entire pursuit last for 18 minutes and went approximately 10 miles. The speeds for almost the entire pursuit was under 40 mph, traffic conditions were light, streets were damp with the temperature in the 30’s, there were no other accidents, injuries or damage to any squads or property. Arrested was Stephen O’Keefe a 29 year old white male
MONDAY
4601 Lyndale – 0200 hours – 08-381955. Plainclothes deputies discover fresh burglary at Rachel’s Bar and observe two suspect vehicles leave the scene and follow one into Brooklyn Center however BC is tied up on unrelated case. Several of our squads assist and it is found the ATM and a safe had been broken into and another safe was missing along with a minimum of $4,000 -5,000 dollars. Suspects known to a Ramsey County Task Force

Logan & Willow – 1859 hours - 08-375842. Traffic stop for revoked vehicle registration found the passenger not wearing a seatbelt so he was ID and found to have a GM warrant for 2nd degree DWI. Arrested were Gloria & Michael Payne, 56 and 48 year old black female and male w/3 & 40 CAPRS.

3501 Fremont – 0136 hours – 08-376088. Officers made contact with a car obstructing traffic and smell a strong smell of
burnt weed and find two bags of weed and suspected ecstasy. Arrested was George Howell a 20 year old black male w/6 CAPRS
2700 Emerson – 2121 hours - 08-376797. Officers arrested a male with suspected crack cocaine after a buy. Arrested was Pernell Brown a 30 year old black male w/4 CAPRS

JCAT - Mpls Juvenile Division, 4th Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
Male @ 30XX 4th Ave. N, up. Active: Narcotics. Priors: Loiter w/Intent to Buy or Sell Narcotics, Runaway, Assault 5, Obstruct Legal Process & Curfew. Remarks on the warrant indicate that he tested positive for drugs cocaine, he’s not attending school, not following rules at home, and not in compliance w/court ordered Sentence to Serve. Officers made contact with his mom who said he’d not returned home last night and he may be with his girlfriend w/whom has a two year old child. The mom went with officers to show where the girlfriend lives, 16XX Marshall St. NE, where they located and arrested the subject.
Male @ 342XXEmerson. Active: Aggravated Robbery. Dwelling found completely vacated & no further leads to follow.
Male. Active: Flee Police on Foot. Priors: Weapons & Flee Police on Foot. The only information officers initially had was his girlfriend’s first name. Field investigations determined her last name and that her mom lives at 22XX 4th Ave. N. Officers proceeded there and encountered the mom’s uncooperative boyfriend who wouldn’t allow officers inside. Officers later conducted a telephone interview the mom who indicated that her daughter resides at an apt. bldg. near Plymouth & Humboldt which officers determined to be 12XX 12th Ave. N where they met with security and further investigated this case. Officers discovered the girlfriend lives in #XXX and has frequent disruptive visitors. Officers discovered the subject has been there in the past and that he is using an alias. Officers checked the apartment however the occupants left just prior to their arrival.
Male, Active: Aggravated Robbery. Priors: Aggravated Robbery & Curfew. Officers checked his mom’s @ 20XX Penn without success and conducted investigations and found a girlfriend @ 13XX Thomas where they proceeded and conducted interviews. Officers learned the subject sometimes attends school at Transition Plus and contacted the school but they weren’t willing to release information. Officers also checked 43XX Webber Pkwy, a 9 unit building, and interviewed tenants while trying to locate the subject. Officers had leads the subject frequently stays with a family at the address. Later officers learned he was on a city bus NB on Penn from Olson Hwy and they intercepted and stopped it at Penn & Plymouth and arrested him. Subject was unwilling to reveal where he stays when he isn’t at home.

- The suspicious death case (woman found frozen to death in a detached garage in North) may be delayed while the body thaws so the medical examiner can determine COD.
- Homicide #36 has been ID'd as Angelo Sanchez Marcano, 42. Mr. Marcano had priors for drug sale or possession and assault. In the past year he had some disorderly conduct and other minor offenses.
- This lady thought she could hit the drive through at Mickey D's before getting busted for DWI
- On a more personal note, I just found out tonight that a young neighbor of mine was robbed on his way home, walking from the bus stop. I don't have all the details but it couldn't have been more than a few blocks from his house and in this freeze your ass off weather. I will be interested to see the stats and trends this week to see if street crime is as bad as it seems to be citywide.
- This robbery suspect was busted by his footprints in the snow.

Early morning stabbing leaves one dead
Dec 16, 2008 (MINNEAPOLIS) Shortly before 2:30 a.m. this morning, officers from the First Precinct were dispatched to a stabbing at 1416 block of Portland Ave S. When officers arrived they found an adult male, victim of a stab wound inside that address. Victim was transported to Hennepin county Medical center where he died a couple of hours later. Identity of the victim will be released by the Hennepin County Medical Examiners officer
There are no suspects in custody at this time and investigators with the Minneapolis Police Department Homicide Unit are following leads. Anyone with information about the incident is asked to call the Minneapolis Police Department tip line at 612-692-tips (8477).

Update on Willard-Hay Burglaries
In an email commenting about various topics on our neighborhood discussion list, the Crime Prevention Specialist for 4.3, Tim Hammett reports that a juvenile was caught and charges pending in connection with the spate of burglaries in Willard-Hay. Since the arrest no further burglaries have occurred in that area. Hopefully, it's not a coincidence.

Cold Weather and Auto Theft Cold weather is back and we can anticipate a few more auto thefts. We want to stop auto thefts from occurring. Therefore officers are tagging vehicles which are left running. In fact officers can tag victims who left their keys in the car and the car was stolen. This is because stolen vehicles and the pursuit of them, create a liability from pursuit, crash, and even injuries. The city ordinance which addresses open ignition is: 478.160. CITYWIDE TRENDS: The MPLS total violent crime rate continues to be lower than last year by 14%. Since 2006, violent crime has fallen by 24%. MPLS has had 35 homicides this year to date. This is a 19% decrease from 43 homicides at this time in 2007. This is a 39% decrease from 57 homicides at this time in 2006. Robberies decreased by 51% this week. The year-to-date decrease is 18% compared to 2007. Aggravated assaults were 8% lower in this year-to-date period. Rape has decreased by 17% this year. Total property crimes decreased by 8% in this year period.

Cold Weather and Auto Theft Cold weather is back and we can anticipate a few more auto thefts. We want to stop auto thefts from occurring. Therefore officers are tagging vehicles which are left running. In fact officers can tag victims who left their keys in the car and the car was stolen. This is because stolen vehicles and the pursuit of them, create a liability from pursuit, crash, and even injuries. The city ordinance which addresses open ignition is: 478.160. Dramatic Account of Assault on Midtown Bicyclist
One of the victims was a writer for the Star Tribune. City Pages comments here and notes that it's created a serious disincentive to bike in addition to the weather.
I agree with the victim's statement that it's bad that "it took 10 assaults" before a crime alert was issued. I don't think it was apathy, I think whoever looks at the patterns failed to note the variables "trail" and "bicyclist." For one thing, we now know that 911 was previously not even logging the greenway as a separate area, but merely the cross streets. That's the way that all 911 calls are processed and it's probably the most practical most of the time. But part of how good policing cracks patterns is by looking at the terrain from the criminals' perspectives. Clearly the greenway was somehow flagged by the thugs as easy pickings, convenient getway, etc. On the MPD side, the crimes were marked as random robbery/assaults, not situational. Unfortunately, that's not a standout in many parts of the 3rd precinct. The MPD has figured out the pattern, albeit many victims later. An advantage here is that bicyclists are an active community with strong social networks. Other communities with fewer resources would continue to have been preyed upon until the pattern got even more obvious.

MPD settles with Wrong House Raid Family
How much would you take in a deal with the city, if an MPD SWAT team mistakenly shot up your house while you were there with your family? For the Khang family, apparently it's $600,000 plus legal costs, and the ability to get out of their North Minneapolis home and move on. I'd say the city was lucky and got off cheap.

Officer involved shooting at downtown parking garage
Whoever suggested in the comments on a previous post that the MPD should be staking out parking garages downtown after the rash of assaults, robberies and theft from auto action, as I said, I think the MPD is on it. That one surveillance team ended up shooting a guy who tried to run over a cop is kind of a surprise. I guess these guys are hard core and breaking into cars is just something they do in their spare time?

Suspect shot after he rams squad car
Dec 12, 2008 (MINNEAPOLIS) Shortly before midnight on Dec 11, officers from the First Precinct were doing plain clothes undercover surveillance on a parking ramp located at 19 4th St S. That ramp has had a rash of thefts from motor vehicles and officers were assigned there in an attempt to catch the suspects.
At approximately 1215 a.m. officers observed two suspects breaking into vehicles and casing others. Other squads in the area were notified and dispatched to the ramp to assist in the apprehension. Two squads arrived, one blocked the entrance and the other went to the upper level to assist the undercover officer in the apprehension. As the second squad car reached the upper level, the officer started to get out of his vehicle when the suspects saw him. The suspects immediately got into their vehicle, accelerated at a high rate of speed, and drove towards the squad car and hit it head on. The officer, who was still near his squad, feared for his own life and fired one round towards the suspect’s vehicle. The suspect vehicles continued down out of the ramp were it encountered the other squad car. The suspects again accelerated and hit the second squad car in its side area. The driver of that squad also fired rounds towards the suspect vehicle. The suspect vehicle then stopped and one suspect got out and ran and the driver stayed in the vehicle.
The suspect that ran was apprehended a short distance away and the driver was apprehended in the vehicle. The driver had a minor non-life threatening gunshot wound to his side and was transported to Hennepin County Medical Center.
This incident is being investigated by both Minneapolis Police Homicide and Internal Affairs Units. The involved officer will be placed on standard paid three day administrative leave while the investigation continues.

Elderly Woman Carjacked in South Minneapolis

Star Tribune has the story. It happened in the 5400 block of Vincent Ave. S. The 5400 block of Vincent is near Minnihaha creek where the Armatage and Fulton neighborhoods meet, not far from the Edina/Minneapolis border. It is not a high crime area.
Update: More details here at WCCO. There is a suggestion that this attack may be related to the attack in Edina earlier this month. The perps wore disguises to conceal their identities--trench coats and bananas pulled up to their eyes and knit ski caps.
The Stolen Car is a 2001 Volkswagen Passat, silver in color with Minnesota license plates SJW 284. If you see this car, call 911.
