I hope everyone had a great Christmas and New Years. This is our first newsletter since last year.

I want to remind everyone that we will be sending out the newsletter every other week for the winter. However, we will have constant updates on www.EastsideDefender.com so visit any time you want. If you have any crime/safety related news, links, etc., please send them to me for posting or sending out in this newsletter.

There has been an increase of burglaries of garages in eastern Windom Park & Audubon Neighborhoods. Since January 1, the following burglaries of garages have occurred over night at the following:
° 26xx Benjamin – through unlocked door
° 22xx Benjamin – by defeating lock by prying
° 22xx Taft –by defeating lock by prying
° 23xx Roosevelt –through unlocked door

What you can do:

Review your home security and take steps to improve it:
° Install high-security strike plates with 3” screws and deadbolt locks on exterior doors. Locks should have a 1” bolt throw, case-hardened cylinder guard, and tie screws on the inside.

° For door locks within 3 ½ feet of a window, install a double-cylinder deadbolt or reinforce the window with a grille, polycarbonate, a security storm door, etc. (Note: City ordinance does not allow double-cylinder deadbolt locks for multi-unit rental housing.)

° Turn on your outside lights at night, and consider installing exterior motion-detector lights that illuminate all potential entry points to your home and do not cause shadows.

° Keep shrubs, bushes, and hedges trimmed to a height of 3' or less.

° Leave a radio on when you leave home. Use light timers, so your home looks occupied.

° Don’t open your door to anyone you don't know.

° Have your mail and papers picked up, lawn mowed, and walks shoveled when you are out of town.

° Secure basement windows with screws, grilles, or bars.

° Secure other accessible windows with pins, keyed locks, or track fillers.

° Keep garage and home locked at all times—even when you are home or in the yard.

° Call 911 if you see suspicious activity, such as someone checking doors and windows on a neighbor’s home.

2.) The spring class for the Citizens Academy is quickly filling up. If you have friends who may be interested in attending the program, please encourage them to respond quickly to insure that they will be able to participate. The class is planned for Tuesday evenings from March 17th through May 19th from 6:00 p.m. to 9:00 p.m. in North Minneapolis. The deadline for applications is Saturday, February 14th, 2009.

This is a very interesting class, I did it two years ago and really enjoyed it. Great way to learn how the police work.

This information is gathered from public records. Information is believed accurate as of the date of this newsletter. The individuals listed here have been arrested and booked into Hennepin County Jail between the above dates. They are presumed innocent until found guilty in a court of law. When this list reaches you, the listed charge(s) may no longer be pending, and/or the individual may not have been found guilty.

Part of the reason we publish these arrest records is to let you know that although many criminals may come into our area from other places, and then leave after they rob us, assault us, burglarize us, steal our cars, sell/buy drugs etc., we want to point out that a significant number of “alleged” criminals live right here, next door to us.

Make sure you let the property owners know your concern about them housing criminals next door to you. Please don’t let them get away with profiting at your expense. Send them a letter!

5. Northeast’s Most Troublesome People
-------------------------------------------------------------------------------------
Have you ever wanted to put a face to the name of a person you read about in this newsletter being arrested--over and over?

Now you can. The 2nd Precinct CLEAN sheet gives names, pictures and other information about the Eastside’s top 13 problem people. At the top of the CLEAN sheet gives information on how people get selected for placement here.

The purpose of the list is to keep the public informed as to the custodial, probationary and warrant statuses of our area's chronic livability offenders. The inclusion of photos will also allow people to associate names with faces and assist in our efforts to gather community impact statements for court. Remember that the people on the list are not necessarily wanted by the police and citizens should not call 911 on those individuals without active warrants.

Community Impact Statements:

Community Impact Statements are descriptions of the impact that a crime or crime pattern has had on the people who live, work, and visit where it occurred. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports.

Who can write a statement?
Anyone in the community may write a community impact statement. You do not have to be the direct victim of a crime or have personally witnessed the criminal activity in order to submit a community impact statement.

When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out?

If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.

When you sign up, you will receive information on community impact statements along with crime alerts, seasonal tips, highlights in the police department, and notices about safety programs in your neighborhood. You will receive about 1 – 2 emails each week.

What type of cases may I submit a statement about?

The City Attorney’s system contains only misdemeanor cases prosecuted by the City of Minneapolis. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct.

The Hennepin County system contains information about felony cases such as: Murder, Felony drug possession, Felony property cases, Weapons, Property Damage.

Send the NECP Anonymous Crime Tips

Do you know about a criminal activity that you want the police to know about but are afraid to contact them directly? Then tell us and we’ll let them know. Please be as detailed as possible.

1. Hours when activity occurs
2. What is the activity:
--Hand to hand dealing
--Large amounts of traffic visiting the dwelling for very short periods of time (less than five minutes)
--Delivery of what appears to be narcotics by someone other than the occupant, details should be include to support the accusation.
--People visiting for the sake of prostitution (i.e. frequent visits by males for periods of time less than 1 hour).
--Suspected fencing (stolen goods) what is the basis of the suspicion (goods such as computers, tools, bags of items etc coming in by individuals).
--Sales of goods by occupants of the building/residence.
3. License numbers of vehicles with descriptions of occupants.
4. Names of people, known
5. Any other information that may be useful for law enforcement.
