4th Precinct Weekly Highlights

4th precinct weekly highlights are compiled by the staff of the 4th Precinct.

Low light is the case of the ND woman kidnapped and tortured by her ex, and his wife. Although she was dragged around several counties, I am not sure I know where the 4th precinct fits in. The way I read this, she did not know exactly where he took her.

ASSAULTS:

43XX Newton Av N Tuesday 05-12-09 13:30 hrs 09-140316

AP1/BF-16 yrs. stabbed V1/BM-17 yrs. in the face by left ear in the classroom at Henry High. AP1 continued to yell and tried to get at V1 in presence of Officer.

21XX Aldrich Av N Wednesday 05-13-09 17:07 hrs 09-141610

AP1/Grandberry, Takely-BF 27 yrs., AP2/BF-17 yrs., and AP3/Richardson, Danielle-BF 20 yrs. were all yelling/screaming at Officers when they were handcuffing S1/BF – 14 yrs. who is a cousin of V1/BM-24 yrs. S1 broke off both side mirrors and damaging side of V1’s vehicle because she claims he stole her X-Box. AP3 refused to allow Officers to handcuff her. AP3 scratched the face of an Officer and tore his shirt.

30XX 6TH St N Thursday 05-14-09 13:15 hrs 09-142620

V1/BM-43 yrs. was stabbed by S1/BM 29-31 yrs. who he has known for a long time. They had a verbal argument over the food they were going to eat. S1 pushed V1/then swiped him cutting V1’s forehead/3 inch deep laceration. No charges pressed by V1.

43XX Fremont Av N Saturday 05-16-09 02:43 hrs 09-144817

2 vehicles ran into each other. AP1/Johnson III, Rannie-BM 38 yrs. /drunk and AP2/Buckner, Ronele-BF 28 yrs. were in a domestic dispute using their vehicles to ram each other. V1/BF – 35 yrs. /friend of AP2 was in AP2’s vehicle and in fear for her life. Police were called. Both APs went into their apartment and wouldn’t open the door. Officers felt it imperative to check on the welfare of both. Upon opening the door, they found both APs naked in bed with their child/10 mos. old girl. AP1 got up mad/saying he knew nothing about the cars crashing/very aggressive. AP2 then became angry and claimed same. AP1 while handcuffed started screaming and bounced his own head off the wall claiming abuse. AP2 used the child as a shield so Officers couldn’t handcuff her. Landlord has been trying to kick them out. V1 refused medical.

Emerson Av N & Lowry Av N Monday 05-18-09 13:03 hrs 09-147320

E&L Grocery had 2 disruptive juvenile females in the store and left. Officers found them walking with AP2/Lee, Tony-BM 38 yrs. (Chicago) and saying he was the uncle. AP2 would not go on his way while Officers spoke to the girls. AP2 was frisked for Officer Safety and found to have 16 bags of marijuana. AP1/King from a distance was trying to distract Officers from frisking AP2 then became involved/threatened to throw a brick at squad or Officers. AP1 resisted arrest/found to have ecstasy on him.

37XX Penn Av N Tuesday 05-12-09 03:00 hrs 09-139915

AP1/Dickerson Jr., John-BM 75 yrs. had picked up V1/BF-40 yrs. who was drunk/uncontrollable shaking possibly under the influence of cocaine. V1 called AP1 for a ride and asked him for money. AP1 refused so V1 threatened to get him w/police. AP1 was cooperative with Officers and V1 wouldn’t give any details only saying she was raped along with other foul language.

21XX Lyndale Av N Wednesday 05-13-09 18:14 hrs 09-141696

V1/Asian male-43 yrs. was robbed of wallet, Id, SS card, $100 by AP1/Rodgers, Derrick – BM 18 yrs. V1 was pushed to ground.

21 Av N & Lyndale Av N Friday 05-15-09 18:55 hrs 09-144250

AP1/BM-13 yrs. with 7 other BM suspects robbed V1/BM-49 yrs. of his liquor purchases. Officers located AP1 at a gas station. He did not have any alcohol on him but was ID’d by V1.

19XX Plymouth Av N Saturday 05-16-09 03:48 hrs 09-144867

V1/BM-48 yrs. robbed at gunpoint by S1, 2 and 3/unk BMs 18-70 yrs. There is no suspect info. V1 said he had used cocaine and had come to the area for drugs.

37XX Girard Av N Monday 05-18-09 13:16 hrs 09-147340

V1/mix race male-29 yrs. robbed in his vehicle by 2 BMs unk/17-20 yrs. S1 had a silver revolver wearing a white dew rag w/hat. Both suspects were violent and wanted money but all they got was his cell. Girlfriend of V1 said they were waiting for the suspects to buy marijuana from them.

AP1/Thao, Chong – 20 yrs/Asian male discharged weapon without permit/drunk - .22 Cal IVER Johnson 8-shot revolver, 6” BBL US MFG.

12XX Penn Av N Thursday 05-14-09 10:41 hrs 09-142483

AP1/Burkhalter, Douglas-55 yrs/BM had a .45 Cal FLLPIETTA 6-Shot black powder pistol, Mfg. Italy (disassembled). TLE also found it to be a CANCIP as well.

30 Av Thursday 05-14-09 15:05 hrs 09-142687

TLE initiated/2 handguns found in vehicle. AP1/Deloach, Corey-BM/22 yrs. had no permit, AP2/Mounthachack, Phuvanath-Asian male/19 yrs., AP3/Nguyen, Kiet-Asian male/20 yrs. – no permit and AP4/Harper, Brian-BM/22 yrs. no permit had BROWNING ARMS CO, 9mm semi-auto pistol W/4.75” BBL (Belgium) and a JENNINGS BY Bryco Arms .22 Cal semi-auto pistol W/2.5” BBL.

AP1/Robinson, Torrell-BM/30 yrs. from Chicago had no permit to carry - .22 Cal BROWNING semi-auto pistol, 6 ¾” BBL, US Mfg., Morgan UT.





PATROL HIGHLIGHTS SUBMITTED:

TUESDAY (05-12):

DISCHARGE WEAPON DOGS SHOT

35XX N. 6th St. 09-140479

Officers assisted US Marshall for an Attempt Pick-Up. While officers were just outside the house, 2 pit bulls charged officers from inside the home. Both Officers fired at dogs hitting one of them. Both dogs ran from yard even though it appeared that one had been struck. Dogs were not able to be located. (Original CCN on Attempt Pick up is 09-140521.) Male was located and booked on the Felony Pick-up.

11XX Newton Av N 09-140908

Officers were dispatched. Male caller states that his brother was outside the home shooting off a gun. Suspect was currently sitting in a black vehicle in front of the residence with then gun tucked in his waistband. Squads arrived/located suspect as passenger of a vehicle parked in front. Suspect was removed from vehicle and .22 revolver was found on the floor by suspect’s feet. Suspect admitted to shooting 2 rounds outside the home.



CSC – Preliminary Report

Lowry & Lyndale Av N 04:08 hrs 09-139915

Officers responded to CSC. Victim was still with suspect in a vehicle in area. Suspect and victim were located at 30th/4th Ave N. Victim stated that she and suspect were at 37XX Penn Ave N when suspect raped her. Victim was uncooperative, but adamant that she was raped. Victim and suspect were both transported to HCMC for SARS exams. Officers went to 37XX Penn (victim’s residence) to locate the crime scene. Car 21 called to the scene to process.







BURGB

4719 Lyndale Ave N (Dairy Queen) 09-139797

Witness observes a BM break into Dairy Queen through a side window. Officers observed suspect inside the business. Suspect is taken into custody with a large number of rolls of coins in his pockets. Suspect cut himself breaking in, leaves blood trail and dropped his HCJ ID bracelet inside the business. Car 21 responds to the scene. Suspect is booked for PC Burglary. Suspect states that he performed this burglary as an initiation into the Vice Lords.



PC NARC 09-139861

Officers stopped a vehicle for traffic violation, and driver gave officers a MN DL. Driver found to have a misdemeanor warrant. During inventory search, officers could smell a strong odor of marijuana in the vehicle. K9 responded and located approx. 3 oz.’s of marijuana. Driver arrested for PC Narc. Officers also seized $4441 from AP/1. Once at jail, AP admitted that he lied about his name. It turns out, he didn’t have a warrant after all.



WEDNESDAY (05-13):

PC Assault 4

21/Aldrich 17:07 hrs 09-141610

Squad was flagged down on Damage to MV at 21XX Aldrich. Officers were met by numerous uncooperative people after they detained Damage to MV suspect. Officers requested more squads to assist. In the end a 27 y/o female was arrested for Aslt 4 after she grabbed an Officer’s shirt/struck him in the face causing a minor scratch. A 20 y/o female and a 17 y/o female were also cited and released for obstruct.



PC Robbery of Person

21XX Lyndale 18:15 hrs 09-141696

Victim was doing work in rear of above address and pushed down by 2 suspects. Suspects then took his wallet and fled on foot. Victim chased after them unsuccessfully. Squad arrived and got a suspect description. They stopped 2 suspects in the 2200 block of Lyndale 15 minutes after the robbery. Victim positively ID’d 1 of the suspects. An 18 y/o male was booked HCJ.



PC DASLT

45XX ALDRICH 09-141428

Boyfriend and girlfriend got into a domestic where female stabbed/cut victim in his chest. EMS was ordered code 3 for victim, but he refused service. The female was booked at HCJ. The knife wasn’t found.



BURG DWELL

34XX FREMONT 09-141208

Related to earlier burglary 09-134561. Unknown Suspects returned and broke windows for entry and stole flat screen TV. Blood left at scene. Car 21 responded and recovered fingerprints.



THURSDAY (05-14):

Aslt2/Stabbing

30XX 6th ST N 13:44 hrs 09-142620

Suspect and victim were arguing over food. The suspect slashed the victim across the face causing a large laceration. Suspect fled. Knife was not recovered. Victim cooperated. Victim to the hospital for stitches.



FRIDAY (05-15):

PC Narcotics/Obstruct/Force

32XX Irving 17:23 hrs 09-144104

Squad was doing directed patrol and observed TRE TRE gang members standing in a group in front of the above address. The self proclaimed leader of the TRE TRE’s (AP1) observed the squad, grabbed his waistband area as if holding a handgun, and turned and walked toward the house. Officers ordered him to stop and he ran into the house. Officer caught him in the front of the house, arrested him and retrieved a baggie of crack cocaine by him. While checking for a gun in the immediate area, 2 males confronted Officer. More squads were requested. A 54 y/o male (AP2) who stated he was AP1’s father was arrested. Numerous family members and others on the scene became hostile towards officers so officers took the APs and met a few blocks away. Force review completed; AP2 cited and released; AP1 booked PC Narcotics. No handgun was located.















PC AUTO THEFT

Oliver Av N & 16th 19:18 hrs 09-144268

Squad stopped stolen above on felony stop. A car pulled up/parked to rear of squad (at the start of the felony stop). Driver got out/approached officers from behind. Male was ordered several times to stay back. He approached again yelling profanities at officers. There were 2 occupants in the stolen/5 total officers. Male was an officer safety threat/his actions forced 2 officers to focus on him.



PC Robbery of Person

21 & Lyndale Av N 18:55 hrs 09-144250

A 49 y/o male walked NB on Lyndale with his new liquor purchase. He was surrounded by a group of B/M’s, when AP1 pushed him to the ground. Another B/M grabbed his liquor/victim ran back to liquor store/called 911. Squad arrived and AP1 was pointed out after he was observed walking SB on Lyndale/into Citgo parking lot. AP1 taken into custody and booked at JDC.



SATURDAY (05-16):

PARTY

26XX Morgan Ave N 03:12 hrs 09-146070

Officers were checking the party house addresses. We checked the above address and found 4 people inside the garage drinking alcohol. They were quiet and were advised. The residence was quiet all night.



SUNDAY (05-17):

PC Escape/ Felony Warrant

16XX Broadway 21:55 hrs 09-146713

Squad was doing a surveillance detail on drug sales at AMSTAR. Squad stopped 3 males that were involved in the sales. While placing the males in squad, 1 quickly jumped back out/took off running. After short chase, he was re-arrested at 20XX James after a brief struggle. An officer’s cell was lost/a male later started calling stored numbers/phone shutdown by Sprint. Force review completed. AP1 booked HCJ for PC Escape and the Felony warrant.



PC Obstruct

16XX Broadway Av N 17:30 hrs 09-146471

Squad was doing a surveillance detail on drug sales at the AMSTAR. K-9 squad stopped 3 males that were involved in the sales. While trying to pat down the males, AP1 would not take his hand out of his pants and keep them on the squad. AP1 pushed back against officer knocking him off balance while he dropped suspected narcotics. Other 2 males then grabbed the narcotics/fled on foot/were not located. Force review completed/booked HCJ for PC Obstruct.



AOA

36XX Queen 17:13 hrs 09-146460

Squads dispatched to DABUSE above. It was found that a female was kidnapped in ND by her ex-boyfriend on Friday. She was brought to Lexington/Centennial (Anoka County) hotel where she was raped, tortured (cuts and burns), flex cuffed to Ex at night as they slept and then took her to Fridley where he lives w/wife. V1 was able to escape/called family/friends to pick her up-called 911. Victim did not know what cities she was in during the crimes. Victim was transported to crime scenes/turned over to Lexington/Centennial PD and officers completed an AOA report.



MONDAY (05-18):

Lowry/Emerson 09-147320

Squad stops a group in response to a DISTURBANCE at So-Low Foods. While dealing with the group, Officers are harassed by an onlooker. Harassment escalates to an ‘onlooker’ picking up a piece of loose concrete and threatening officers with it. After a short foot chase, A1 was booked HCJ and Officer was treated for a minor injury to his hand.



LURKING

33XX Xerxes 09-147320

Neighbor to this address observes a party trying the back door to this residence. Neighbor knows that this party does not live here – so they call 911 believing it to be a burglary in progress. Officers arrive in the area and stop a party matching the description.

05/11/2009 09-139401 PC False Info
Officers conducted a traffic stop for a moving violation. AP identified himself using an alias. Officers later found AP’s true identity and found out that he had a warrant. AP admitted that he used his son’s name because of the warrant.



05/12/2009 09-140887 PC NARC
Officers conducted a traffic stop after observing a traffic violation. The driver and passenger began to shove items onto the floor as officers approached the vehicle. Both were taken out of the vehicle. The driver was found to have an open bottle, no dl and 24 grams of marijuana. The passenger was found to have 7 rocks of crack cocaine. The driver was cited and released. The passenger was booked for PC Narc. The vehicle was towed.



05/13/2009 09-141864 Felony Warrant
Observed AP Maurice Dabney 01-02-49 at 29/Oliver. Officers knew AP to be a MN DOC fugitive. AP attempted to give false name. He was booked HCJ for the felony warrant.



05/13/2009 09-142224 GM Warrant
Observed AP Demethrice Markquest Brown 12-12-83 walking out of the Cub lot. Officers know AP to have a Gross Wt for false info. AP attempted to give false name. He was booked for the confirmed warrant and False Info.



05/14/2009 09-143027 PC NARC/WEAP
Officers were conducting a team narcotics detail. The occupants of the listed vehicle were observed making a suspected narcotics transaction at 22nd and Lyndale. The vehicle was stopped and officers located 13 rocks of suspected crack cocaine and a switchblade on the driver/AP. He was booked HCJ for PC Narcotics and weapons violation.



05/14/2009 09-143028 PC NARC
An undercover officer observed a narcotics hand to hand exchange between two people in the area of 22nd Av N/Lyndale Av N. Marked squads stopped two males after the undercover officer aired description information. One male was booked HCJ for PC Narc after a rock of crack cocaine was found on his person.



05/14/2009 09-143091 PC NARC
Officer observed a narcotic hand-to-hand exchange between a male and a female parked in a green Yukon in the parking lot behind 15XX Plymouth AV N. Officers recovered a rock of crack cocaine on the female and she was booked HCJ.



05/14/2009 09-143510 Felony Warrant
Officers conducted a TLE. The driver/AP was found to have a felony warrant. AP was booked HCJ for the confirmed warrant.





JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.



Officers sought known juvenile associates: One is wanted on an active JUVENILEPROBATION VIOLATION ARREST WARRANT FOR ESCAPE and has stated the desire to kill a police officer. He is on file in MPD juvenile history # 32085 with prior MPD citations/petitions for: CURFEW X 2, MV TAMPERING, DISORDERY CONDUCT X2, DAMAGE TO PROPERTY, RUNAWAY X3, ASLT 5, THEFT, AND R&C. One is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR R&C and has been at large and out of school since January 2008. He and other have been to another’s house at 3XXX Queen Ave. No. Mpls., MN in the past week. One is wanted on an active JUVENILE BENCH WARRANT FOR GIVE COURT OFFICIAL FALSE NAME AND CURFEW/PARK violations. She has been on run for several months. She is 14 years old and pregnant. SGT. received first hand information on 12/15 @ 0720 that she had arrived at the Queen Ave. address. MECC contacted and call dispatched. MPD OFFICER responded and located and arrested her. Efforts were made by Officer to determine whereabouts of the two but she was angry and being arrested and wasn’t conversational. On 5/14/09 Officers checked 1XXX DALE ST. ST. PAUL, MN, AND 3XXX 84TH AVE. NO. BROOKLYN PARK, MN where one has been reported to JCAT that another has been staying. On 5/15 one was transported to JDC. Open investigation on two others.




Officers sought male at 57XX 2nd St. NE, Fridley, MN. He is wanted on an active JUVENILE PROBATION VIOLATION FOR FELONY THEFT. He is on file in MPD juvenile history # 25710 with prior MPD citations/petitions for; ROBBERY OF PERSON X2, DISCHARGE WEAPON, CURFEW X9, TRANSIT CRIME, ASLT 1, TOBACCO, DAMAGE TO MV, AND ARSON. Officers have also sought him at 16XX 22nd Ave. No. Mpls., MN. Copy of wt. and history provided to FRIDLEY, PD on this case and another case since they have established contacts/associates/relatives in that city. Open investigation. This one is also an associate of wanted 3 other juveniles.


Officers sought known juvenile male at 34XX Girard Ave. No. Mpls., MN. He has an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR NARCOTICS. He is on file in MPD juvenile history # 29449 with prior MPD arrests for: LOITER NARC, CURFEW X4, NARCOTICS, FLEE ON FOOT, THEFT, AND DISORDERLY CONDUCT. No Contact at that time. Open investigation.


Officers sought a known juvenile male at 5XX 36 ½ St. NE Mpls., MN. He has an active JUVENILE BENCH WARRANT FOR TRUANCY. He is on file in MPD juvenile history # 44945 with prior MPD citations for: DOMESTIC ASLT X2, AND CURFEW. JCAT was simultaneously seeking another male who is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR AGGRAVATED ROBBERY. Open investigation.


Officers sought juvenile male at 7XX Polk St. NE Mpls. He has an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR ASLT 1. He is on file in MPD juvenile history # 11181 with prior MPD citations/petitions for: ASLT 1, FALSE INFORMATION, DISORDERLY CONDUCT, CURFEW, BURGLARY X2, SHOPLIFT AND ARSON. Officers encountered his mother (who enables him to remain at large) and his two siblings. It was reported that he has a 27 year old black female girlfriend named “TIERRA” who lives near Brookdale mall. JCAT contacted Brooklyn Center PD and sought a data base check. No results. He is also known to associate with other at 36XX Fremont Ave. No. Mpls., MN. and another. Open investigation.
