V1/mixed race male-22 yrs. was stabbed in neck/face/knee by S1/BM 28-32 yrs. W1/girlfriend of 2 wks.,V1 was flagged down by W2 and S1. W1 was on the phone not paying attention to what happened between W2, S1 and V1 until after the stabbing. W1 drove him to the hsp. What appeared to be a broken wood knife handle was on front passenger seat. V1 was unable to speak at Hsp.

An argument ensued and could be heard by Others. S1 fired 3 to 4 shots at V1.

V1/BM-18 yrs. was getting off the bus to visit when 2 BM suspects (18-27 yrs.) began to chase him. V1 was caught in an alley of Fremont/Girard, punched and stabbed 2xs in ribs and 1x in thigh. V1 says suspects said nothing and then V1 became uncooperative/refused info.

AP1/Brown, Phillis-BF 42 yrs. appeared to be drunk/drugged threatening people with a BBQ meat fork. V1/BF-30 yrs. was visiting her father and AP1 is his girlfriend who has stabbed her father before. Others said AP1 was drinking, smoking marijuana and possibly smoking crack all day. AP1 went after V1 with the meat fork. No one was injured.

V1/BF-25 yrs. and her family were involved in a physical confrontation with AP1/Loyd, Betty Dee-BF 24 yrs. and her family, and AP2/juvenile BF-16 yrs. in the parking lot of Super USA. Later a rock was thrown/broke window at an apt. at above location. V1 states these are distant relatives of hers; but, she only knows by their first names. Later another call from APs, they were at V1’s address just leaving. AP1 did not cooperate and a steak knife was found. V1 was threatened by AP1 w/knife.

V1/BF-37 yrs. had gone for a walk in Folwell Park when S1/Unk/WM-20 to 30 yrs./acne/pockmarked/odor/dirty/cross earring in rt. ear/dark skin spot under rt. ear who grabbed her throat from behind and knocked her to the ground. He was violent during sex. S1 had to use left arm to lift left leg up after as if he had trouble using his left leg.

V1/mixed race female-18 yrs. (vulnerable adult) was assaulted while walking home from downtown. The 2 people escorting her took off when she was approached by S1/Unk/BM age? w/chin hair/earring in lt. ear, S2/Unk - ?, S3/Unk-? and S4/Unk-? Suspect put plastic bag over her head and dragged her into a house – SW corner of EB I94/Olson Memorial Hwy. She was raped. Suspects fled. V1 was found by her Parent walking WB on Olson Memorial Hwy. Parent noticed she was walking w/limp and holding her stomach. A SARS exam ordered at HCMC.

This happened at Broadway Car Wash where V1 was approached and asked if he had any marijuana.

V1 fled and was chased by S1 and S2/Unk BM-18 to 21 yrs. who tackled, punched and kicked V1. V1’s cell, car keys and $20 were stolen. Suspects fled on foot.

(braided hair/sideburns) and S3/Unk BM 16-18 yrs. (short bald fade) and S4/Unk BM 16-18 yrs. w/baseball bat. They stole his wallet/threw it back because he had nothing. Suspects GOA.

V1/BM-61 yrs. was in the parking lot when he exited his van to look at a trailer. The 3 APs approached him and pulled a bike from a grassy area claiming that V1 damaged it and to repair it. V1 denied it so AP2 pointed what appeared to be a handgun and stated they were going to take V1’s van. Suspects noticed witnesses in the same lot so left. All 3 were wearing the same shirts. AP1/BM-14 yrs., AP2/BM-14 yrs. w/handgun, and AP3/BM-12 yrs. all were wearing yellow/white striped shirts/blue jeans.

Officers called to above on an armed robbery of person. Suspect description aired along with vehicle/plate #. DOC Officer observed vehicle right after the robbery/followed it to B’Way/Thomas. 4 suspects were in vehicle along with a sawed off shotgun. Victim brought to scene for a show-up. 3 males booked HCJ and one juvenile taken to Juvenile Division.

Folwell Park 20:00 hrs 09-150822
Officers responded to NMMC on report of a CSCR that occurred in Folwell Park, located at Dowling & Humboldt. Victim stated she was walking around the park/approached by a stranger who threw her down/forcibly raped her. After the rape, suspect threatened to kill victim if she told the police. The victim had a very good description of the suspect. Officers checked the park but did not locate a crime scene. SARS exam done on the victim at NMMC.

Officers responded to a disturbance just after 2200 hours on Vincent north of GVR. When they arrived, there are 2 cars, each with 2 people in them. They confront two suspects and find dope and cash. The other two take off on foot. The two were both booked for PC Narcotics after neighbors saw them selling, and around $6,000 is recovered.

Officers responded to possible drug dealing. A deft was detained and arrested for possession of methamphetamine. An involved vehicle was later located and two more were arrested for possession of methamphetamine. Heavy Call Load all night long.

Officers responded to the above location on a BUGB in Progress. Officers found a forced open back door. K-9 checked the building/located suspect hiding in one of funeral home’s vehicles. Suspect had kicked 4-5 interior doors/moved a computer off a desk into the hallway. Suspect was bitten by the K-9, transported to NMMC, and booked HCJ.

Officers responded to a stabbing at above location. Remarks stated that victim was stabbed by his girlfriend. Officers located male with a stab wound to his chest. V1 transported to NMMC with NLT wound. S1 was later located and booked for Daslt 2.

Officers responded to a CSCM of a 14 year old by a cousin of the victim’s mother. Suspect fondled victim both through her clothes/under her shirt. Suspect was at another location/booked at HCJ.

DOC squad located and followed a suspect vehicle involved an aggravated robbery of person. Officers conducted a felony stop with the suspect vehicle. Occupants were positively identified as the robbers during a show up. A sawed off shotgun used in the robbery was recovered from the vehicle. AP’s were booked HCJ and JDC

Officers ran a vehicle’s registration and found that the RO had a revoked DL and a gross misdemeanor warrant. Officers confirmed that the RO was driving by DVS website picture. The vehicle was stopped and AP was booked HCJ for DAR and the confirmed GM warrant.

JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
1. Officers initially sought juvenile male at; 36XX Bryant Ave. No. Mpls., MN. and encountered 5 others. He had an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR POSSESION OF A PISTOL. The PV warrant was issued because on 5/14/09 he brought another gun to school and fired shots in the parking lot at two youth on bicycles. He is on file in MPD juvenile history # 43159 with prior MPD citations/petitions for: LOITER NARC X4, TRESPASS, ROBBERY X2, SPITTING, BETTING, AND CURFEW X2. There was an aggressive pit bull dog on scene. The dog was secured by residents. Officers received consent to search and conducted interviews. Officers next sought him at 49XX Brooklyn Blvd. which was reportedly the home of his stepparent. This was found to be a non-existent address. Officers then proceeded to 14XX Newton Ave. No. and encountered multiple family members who reside there, and some from Chicago, IL who were in town for a funeral that day. Officers received consent to search and conducted interviews. Officers determined that address is really 49XX Penn Ave. No. Officers proceeded there and held perimeter/surveillance. Officers developed leads taking us to 45XX Knox Ave. No. MPLS, which is the home of his aunt. His biological mother was there along with others. She was also in town from Chicago, IL. She was uncooperative with solving this case. As Officers arrived he was heading out the front door with his mother and then retreated inside. He was located and arrested inside the dwelling on the authority of the arrest warrant. He surely would have been in Chicago by the evening if not arrested on this date.
2. Officers sought known person male initially at 23XX James Ave. No. Mpls which is the home of his friend. He was wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR FELONY THEFT. He is on file in MPD juvenile history # 25710 with prior MPD citations/petitions for; ROBBERY OF PERSON X2, DISCHARGE WEAPON, CURFEW X9, TRANSIT CRIME, ASLT 1, TOBACCO, DAMAGE TO MV, AND ARSON. Officers interviewed male and his mother. Officers previously sought him at his grandmothers at 57XX 2nd St. NE Fridley, MN. Apt. 1. Officers next proceeded to 16XX 22nd Ave. No. Mpls. Officers encountered sibling, AUNT and her young children. They denied that he was there, stating they hadn’t seen him in a while. Officers located him hiding in the basement. He was arrested on the authority of the arrest warrant and transported to JDC. Another adult male was also arrested on an active ARREST WARRANT FOR ASLT. He was transported to HCJ.
3. Officers continued seeking female who is associated with many violent Mpls. MN, youth. JCAT has sought her in the past at multiple addresses. She is known to associate with many wanted youths. She had an active HOLD NO BAIL NO BOND BENCH WARRANT FOR THEFT. She is on file in MPD juvenile history # 35628 with prior MPD citations/petitions for: CURFEW X2, DAMAGE TO PROPERTY, ROBBERY, RUNAWAY, AND ASLT 5 X2. She was located and arrested at 4XXConcord St. St. Paul, MN. She was transported to JDC on the authority of the arrest warrant. She was living there with Other.
4. Officers sought known juvenile male at 9XX Penn Ave. No. Mpls. JCAT has sought him there in the past and have learned he is associating with street gangs, not attending school, and not returning home. He has an active JUVENILE BENCH WARRANT FOR CURFEW/PARK violations. There are three aggressive pit bull dogs on scene. He is on file in MDP juvenile history # 32816 with prior MPD citations/petitions for: SHOPLIFT X2, CURFEW X2, THEFT, AND LURKING W/INTENT TO COMMIT CRIME. Officers encountered family members. Everyone claims they don’t know his whereabouts or associates. Open investigation.
5. Officers sought male at 10XX Dale St. St. Paul, MN, where is mother currently resides, and then at 38XX and 38XX Emerson Ave. No. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR R&C. He doesn’t attend school or have a stable residence. He is known to stay with female who presently lists the Emerson address as hers. Officers conducted on scene interviews and learned that he associates with Other1 at 38XX EMERSON Ave. No. Officers conducted premises checks and interviews. Open investigation. He has been wanted on this warrant since 3/28/08. Open investigation.
6. Officers sought wanted 3 juvenile associates. All are reported VATOS LOCAS CRIMINAL STREET GANG MEMBERS. S1 is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR PISTOL. He is on file in MPD juvenile history with prior MPD citations/petitions for: CURFEW X3, HANDGUN, NO DL, ASLT 5, GRAFFITTI X2, KNIFE IN SCHOOL, NARCOTICS, ASLT 1, AND SHOPLIFT. S2 has an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR BURGLARY. He is on file in MPD juvenile history # 32931 with prior MPD citations/petitions for: BURGLARY, CURFEW X2, DOMESTIC ASLT, DAMAGE TO PROPERTY, GRAFFITTI X2, ASLT 5, DISORDERLY CONDUCT, AND SHOPLIFT. S3 has an active JUVENILE BENCH WARRANT and is on file in MPD juvenile history # 40165 with prior MPD citations for: CURFEW X4, TOBACCO, AND DAMAGE TO PROPERTY. He was at a recent shots fired call where ammunition was recovered. Officers checked; 3XX 17TH AVE NE Mpls. 1XX 14TH Ave. NE, and 25XX California St. NE Mpls. All are currently on run. Open investigation.
