Hennepin County Tackles Juvenile Crime

There is an interesting post over at Hennepin County Taxpayer Watchdog, the blog started by Hennepin County Commissioner Jeff Johnson a few months ago. Although the blog deals mainly with exposing government waste at the county level, this post highlights some important changes to how Hennepin County deals with juvenile delinquents and how these may contribute to keeping juveniles from re-offending, ultimately saving lives AND taxpayer dollars. Mostly these changes have to do with process--keeping low level offenders from the hardened juvenile criminal pool so that the low level kids don't upgrade their skills.

The plan seems results oriented and evidence based. It does appear that increased emphasis on juvenile enforcement (see the bottom portion of this week's 4th precinct highlights for examples) has helped Minneapolis stem a tide of crime that it experienced a few years ago and has contributed to the overall decrease in violent crime (statistically, in the city overall). There are always new trends and new avenues to pursue in cracking the problem of juvenile crime. It's good to see that Hennepin County is thinking outside the box. It's important to remember that keeping a kid from a life of crime isn't just preventing a negative. Society gets the benefit of all of the positive contributions that one human being can make if they just stay out of jail and don't commit crimes.

Call from V1 stated there were 2 parties in a black Range Rover AP1/Momodu Babu-African BM/27 yrs. in a yellow shirt and AP2/Dees, Ruby- African BF/26 yrs. with guns. A shot was fired, AP1/AP2 fled to the Rover that was parked in the alley. Officers caught up w/them before they could get in veh. V3/African BM-49 yrs. stated that AP1 pointed a black “Glock” at all 3 victims. Officers found the gun 5 ft. away from AP1 when arrested. V1/African BF-48 yrs., V2/African BF-31 yrs. and V3 were acquaintances w/AP2 who went there to collect some of her clothing. AP1 then took other property that didn’t belong to AP2.
Gun turned out to be an air powered pellet gun. Also, AP2 bit/punched 2 victims.

Nurse said pellets were not removed – grazes only on face. S1/unknown.

V1 ended up in a gas station somewhere.

2 suspects entered business and one pointed a handgun at one of the employees who was in early doing some clean up. Suspect grabbed cash register w/unknown amount of cash in it and drove off.

Officer responded to a Hit and Run where a HC Deputy was the victim. Suspect rear ended the un-marked. Victim’s car was spun around while S1 took off. Deputy caught up to S1/handcuffed. S1 claimed the brakes on his vehicle didn’t work for a few blocks. Deputy taken to HCMC/minor injuries. S1 was cited and released.

Squad was on a suspicious person stop (09-226916) w/2 AP’s in rear of squad. Squad emergency lights were activated. Squad was rear ended by DK male driving a 4-dr Kia w/minor damage (paint transfer) to both vehicles. One of the original AP’s was transported to NMMC, via ambulance, after he complained of pain. Other AP released with a citation. Both Officers experienced slight pain/IOD forms completed. DK driver blew a .168 on the PBT/booked HCJ for DUI refusal.

Squad 460 observe suspicious activity at above. They turn around on 3 males and observe one throw marijuana and crack onto the ground. One male booked PC Narcotics and the other 2 cited for Loiter/Narc. They inventoried over $1300 from AP 2 and 3.

Anonymous caller stated they saw a male place a gun in engine compartment of a vehicle near 38/Aldrich. Squad spots the vehicle and stop it at 29/Dupont. They recover a .32 cal pistol from engine area. Caller would not ID himself or get involved in anyway. Gun was recovered and 4 occupants were ID’d. Vehicle was towed/held for weapons. Officers recalled that one of the males was a suspect in an earlier theft of 2 guns from 1600 block of Xerxes (09-202821.)

Squads dispatched - shots call/on arrival, 3 males were taken out at gunpoint /secured. A .380 pistol recovered from pocket of AP1. AP1/step dad-61 yrs. was angry at V1/stepson-23 yrs. and fired a handgun at his feet. NO ONE WAS SHOT. AP1 was upset because V1 does not work, look for work, and hangs around with gang members. AP1 advised that he had several more weapons in the home (3 pistols and 12 long guns) were recovered/ inventoried. AP1 was booked HCJ.

Officers responded to a PERGUN/apprehend suspect/locate a replica handgun. Suspect threatened residents with the gun and forced his way inside the residence and removed items. One booked HCJ and another party tagged. No injuries.

PG states her 8 yr old daughter was dragged to rear of an abandoned house by another 8 yr old girl and was held in the backyard by other juveniles. Victim was forced to perform oral sex on 2 juvenile males. PG waited a day to report incident. Victim was brought to hospital by PG. Officers gathered possible witness/suspect info. No injuries to the victim.

Officer rear-ended vehicle which was stopped in traffic w/minor damage/paint transfer to veh/minor damage to Squad.

THURSDAY (07-16):
PC WEAPONS/PC NARC/PC FORGERY 09-228667
Sgt. was shagging people off of Broadway when a citizen approaches him w/a note. Note gave info regarding a gun in a car in front of Merwyn’s. Officer was in an unmarked in area when Officers stopped the car as it was about to leave the lot. A loaded Sig Sauer handgun/one in the chamber/cocked was found in the car. Officer took down car owner in the lot. AP was forging prescriptions at the drugstore w/several script pads, pill bottles, etc. Officers found a replica 9mm in the trunk. The AP had a 14 inch sword, along with about 200 or so oxcycotin pills. Pills, guns, sword, prescription pads and about $1400 were inventoried. AP had never been booked before.
An unusually busy Thursday night.
• A lot of shots calls, particularly near Plymouth and Penn area.
• Shooting at 14th and Russell at 2330. Officers responded to report of shots picked up by shot-spotter - nothing was found. Victim taken to NMMC by a friend with a gunshot wound to his leg. He was very uncooperative and evasive/09-229540.
• Robbery of person at 27th and Morgan at knifepoint. STOP Squad in area when it happened/chased suspect vehicle (Pursuit handled by Squad) up to 42nd and Humboldt area. Squad finds vehicle at 44XX Irving/house is surrounded. Entry is allowed into home/suspect found in upstairs closet/booked. CCN 09-229671.

FRIDAY (07-17):

Squads dispatched to above for a male in house w/sawed-off shotgun looking for person that damaged his girlfriend’s car. Officers arrive/meet unarmed suspect in front yard. Shotgun is recovered inside a closet next to front door. Shotgun sawed off at the barrel/stock cut down to a pistol grip. He was ID’d as having the shotgun. No one came forward as being threatened by him.

Squads dispatched to 13XX Thomas on 2 occasions regarding threats of a shooting. This time was the 3rd call. RP gave a description of a SUV that 6 suspects left in/displayed handguns then left NB. Squads located SUV at 14/Thomas and passenger leans down. Felony stop is conducted/2 males removed/pistol recovered under passenger seat. Veh ID’d/suspects booked.

Squads called to shots fired at above. RP observed a male fire a shotgun in the backyard. Squads arrive/call 6 people out of the house. There was a sawed-off shotgun and 2 hand guns recovered inside the house. RP unable to ID/weapons were recovered.

Preliminary Report: Shooting at 17XX Oliver Ave N.
Approx. 19:45 hrs. on 7-26-09, 4th Pct and SOD squads responded to a shooting at 17XX Oliver Ave N. Upon arrival, Officers located 3 victims w/GSWs. Two victims appeared to have NLT injuries; one victim appeared to be in critical condition transported to North; other two victims transported to HCMC, and fourth victim dropped at HCMC by a privately owned vehicle which was located near 16th/Oliver/stopped without incident. Several 4th Pct. Midwatch squads were tied up for a few hours while securing a large crime scene which extended from Newton to Penn Ave. on 17th/from 17th Ave. N. to middle of block. A handgun/numerous spent casings located in street/sidewalks at the scene. Unoccupied vehicle was found parked/running at intersection of 17th/Oliver, which appeared to be involved. Home at 16XX Penn damaged when struck by a stray bullet. Officers indicated incident may have been a “shootout” between rival gang members.

Officers went to a SHOTS call that quickly turned into a SHOOT. Officers learned the ‘victim’ wasn’t shot but had some scratches. Scratches likely came from glass breaking when a shot was fired at his car. Victim was very vague as to what he was doing in area that led up to assault. Victim believes his wallet may have been taken. Officers checked a house in area as ‘victim’ initially stated suspects ran into; however, ‘victim’ then changed his story about actually seeing suspects enter the house.

Officers went to a shots call where they located an adult male victim w/NLT gunshot to right leg. NMMC paramedics stated V1 may have sustained a fractured femur. V1 was leaving an after-bar party at above in front yard/shooter is someone he knows from area/didn’t know his name. Numerous (40+) people were walking away from the area as officers arrived. V1 went to NM Hsp.

Victim entered his dwelling and 3 suspects came from behind/pistol whipped him in the head knocking him to the ground. Suspects ransacked V1’s apt. /demanded money/bound V1’s feet and hands/locked him in bathroom. Suspects took money and checks. Victim went to HCMC. Victim had limited suspect info.

Directed Patrol Bullets: 07/21/09 – 07/27/09:
09-226603 – GM Warrant. Officer conducted a TLE/driver had GM warrant/confirmed. AP was booked HCJ.

09-227847 – Felony Warrant. Officers recognized AP due to previous contact/checked AP’s name/found he had a felony warrant out of Washington County for Forgery. AP was taken into custody and booked HCJ for the confirmed warrant.

09-228274 – Felony Wt. Officers conducted a TLE/a broken tail light/noticed smell of marijuana from veh/recovered marijuana from inside veh. Driver cited for marijuana in a motor vehicle. A passenger, AP found to have a felony warrant/confirmed Wt.

09-228291- Stolen Vehicle/Narcotics. Officers checked a vehicle’s registration/was a Scott County Stolen. Officers took the driver into custody and search incident to arrest located a quantity of suspected crack cocaine on AP’s person.

09-229072 – Narcotics. Officers observed AP driving and knew his license is suspended. The vehicle was stopped and while speaking with AP, officers observed marijuana inside of the vehicle. Officers searched AP and located more marijuana totaling a felony amount. AP was booked HCJ for PC Narcotics.
09-231659 – Felony Warrant. Officers identified a driver using CAPRS research and DVS. A check of AP’s name by NCIC showed a felony warrant for 1st degree damage to property. The vehicle was stopped and AP was taken into custody without incident. AP was booked HCJ for the confirmed warrant.

On 7/24/09 the following personnel participated in JCAT field operations; HENNEPIN COUNTY JUVENILE PROBATION. On both dates a pre-detail briefing was conducted at the Irving House. Warrants were confirmed prior to the briefing. The following is a summary of JCAT field operations:
1. On 7/22/09 Officers sought juvenile initially at 32XX Bryant Ave. No. Mpls. w/an active EHM ESCAPE WT issued for his arrest regarding an ASLT adjudication/on file in MPD juvenile history # 42690 with prior MPD citations/petitions - RUNAWAY X4 AND TRESPASS. Officers met his mother who reported he cut EHM bracelet/fled. Officers conducted an on-scene interview and learned of his associate at 33XX 6th St. No. Officers went there/made citizen contact/conducted interviews/consent search. Leads were developed taking Officers to 18XX Plymouth Ave. No. His relatives were encountered/interviewed/gave consent to search. That evening JCAT received a call from juvenile’s mother who reported that he just called her from a certain phone number. JCAT conducted phone research and identified the address as; 12XX Olson Memorial Pkwy Mpls. JCAT contacted HCSO DEPUTY who coordinated arrest by HCSO DEPUTIES, Probation Off. & booked JDC.

2. Officers sought/arrested male at 36XX Oliver Ave. No. Mpls. on active HENNEPIN COUNTY JUVENILE PROBATION VIOLATION ARREST WT – BURGLARY/on file in MPD juvenile history # 36799 w/prior MPD citations/petitions for: BURGLARY, RUNAWAY, LOITER NARC X2, RIOT X2, MV THEFT, ASLT 5 X2, ROBBERY OF PERSON, AGGRAVATED ROBBERY, ASLT 3, TRESPASS, CURFEW, AND THEFT.

3. Officers sought/arrested male at 29XX Aldrich Ave. No. Mpls. on active HENNEPIN COUNTY BENCH WTS FOR FELONY THEFT AND MISD. THEFT X2/on file in MPD juvenile history # 26593 w/MPD citations for: CURFEW, TRESPASS, AND SHOPLIFT. JCAT previously arrested male there armed w/loaded .45 CALIBER HANDGUN. Another juvenile GUN POSSESSION case occurred there since then. Other persons at the scene were 3 others and step-father.

4. Officers located male at 36XX Emerson Ave. No. Mpls. hiding in basement. He has no permanent address. He has a CHIPS WARRANT and a JUVENILE BENCH WARRANT FOR TRUANCY. He was located as Officers were seeking another at 36XX Emerson Ave. N regarding an active CSC JUVENILE BENCH WARRANT. Male was transported to St. Josephs Home for Children.

5. Officers sought female at 42XX James Ave. N on an active HENNEPIN COUNTY JUVENILE PROBATION VIOLATION ARREST WT FOR EHM/ESCAPE. Officers encountered another female there who had two active HENNEPIN COUNTY BENCH WTS FOR RUNAWAY. She hasn’t been home for 5 to 6 months. She’s been staying here with her boyfriend/on file in MPD juvenile history # 36428 w/prior MPD citations/petitions for: RUNAWAY X3, DISORDERLY CONDUCT X3, AND ASLT 5. She was transported to JDC.

6. He was transported to JDC.

7. On 7/17 Officers initially sought male at 3X Lowry Ave. NE on an active JUVENILE PROBATION VIOLATION ARREST WT FOR CSC/on file in MPD juvenile history # 42151 w/prior MPD citations for: CURFEW X3, AND ASLT 5. Officers encountered his father there/interviews conducted/leads developed taking Officers to 3XX Sherburne Ave. St. Paul where his mother reportedly lives. Officers encountered his aunt and uncle who reported that he was there one day prior/left. On 7/22 JCAT again sought him at 3X Lowry NE/located/arrested him there on authority of arrest warrant. He was transported to JDC.

POLICE SNAG PAIR OF BURGLARY

SUSPECTS IN PAGE NEIGHBORHOOD


3rd Precinct officers were dispatched about 4 a.m. Sunday morning, July 26, to the 5300 block of 2nd Avenue South on a possible theft from motor vehicle call. As they arrived, they saw two males walking in the alley of the 5400 block between 2nd and 3rd avenues. When the officers looped around and entered the alley, the two fled westbound on foot through the yards. One officer chased them on foot over to 2nd Avenue while his partner pursued with the squad. The officers took the pair into custody. The officers then searched the area and located two vehicles that had been broken into on the 5300 block of 2nd. MPD Forensics experts processed the scene and the arrestees were booked at Hennepin County Jail.

Early morning assault victim dies from injuries



July 25, 2009 (MINNEAPOLIS) At approximately 4:30 a.m. this morning, officers from the Third Precinct responded to an assault in progress in the 2600 block of cedar Ave S. When officers arrived they found two adult male victims on the sidewalk. Both were transported to Hennepin County Medial Center for treatment. Early this afternoon one of the victims died from his injuries. The deceased victim’s identity is not yet available and will be released by the Hennepin County Medical Examiners Office.



There are no suspects in custody at this time and investigators with the Minneapolis Police Homicide Unit are following leads. Anyone with information about the incident is asked to call the Minneapolis Police Department tip line at 612-692-tips (8477).

Falling Crime Rates Discussed on TPT2's Almanac

The public affairs show Almanac had a U of M sociologist on, Chris Uggen, to discuss the falling violent crime rate in MN which mirrors trends around the country. He's an academic so of course he has theories, no concrete explanations, but it's an interesting review of the data, and of course, good news.

Homicide #7 was added to the total last week, an infant death on the 4th of July that was ruled a homicide after further investigation.

Infant death ruled as a homicide



July 23, 2009 (MINNEAPOLIS) In the early morning hours of July 4, 2009, officers from the Fourth Precinct responded to a baby not breathing call in the 2500 block of Golden Valley Road. The infant victim was transported to the North Memorial Medical Center where he was pronounced dead a short while later. Yesterday the Hennepin County Medical Examiners Office ruled that the 7 week-old victim died of blunt force trauma.

All 3 got out of their veh/drew their guns at him/took his keys/opened trunk/took luggage with contents of clothes and jewelry amounting to $5000. V1 then followed them again and fired at again which struck his windshield. All 3 then got out of car and GOA. No suspects or the vehicle located.

They found V4/BF-mother’s bedroom/ransacked the room finding a $100 bill. AP1 told S2 to hit V1/ “take her out.” S2 used closed fists to hit her. V1 ran to kitchen/grabbed a knife/suspects ran out of house. V2 and V3 hid in closet whole time. V4 came home later. Parent of AP1 and AP2 was advised they were going to Juvenile. The $100 was retrieved.

Family came into the pct to report a parental kidnapping where an AMBER alert could have been started. Mother took the two children from the father’s home. Father had court ordered physical custody. Officers then learned that the suspect parent lived with the victim’s parent and the stepmother at the incident address.



FRIDAY (07-17):

Squads assisted with the shooting/gun recovery shortly before midnight.



Squad spots a car driving careless (4th and Broadway)/stops driver who tries to hide drugs. Later, an employee at Cub discovers car keys/car are missing. It was employee’s car that Officer had stopped. PC Auto Theft was added to the Narc charge at HCJ. 09-222404.



PI at Upton and GVR around 0300. Victim is not hurt too bad. 09-222672.



Home Invasion at 12-Newton at about 0330 turned out to be bogus/suspect ran/resisted /cop. S1 attempt to arrest had 4 felony DOC warrants.



Officers stop a car near Lowry &Fremont 01:15 am. Driver has a Felony WT/No. Dakota. He will be extradited back to prison.

Squad - Officers heard shots fired in area of 39th/Girard Ave N. Callers also report same thing. Officers eventually locate a 14 YOA victim at 4XXX Humboldt Ave N. with a NLT wound to the lower abdomen. V1 is with 3 other juveniles/all 4 claim to have no info of shooting. Officers also located a party in area matching the description of possible shooter who had dropped a revolver (09-222464) and was transported to Juvenile Unit/booked at HCJ.

Officers were in the area of above shooting/observed a party matching description of possible shooter flees on foot. Officers set up a perimeter/apprehend him/K-9 tracks back to his discarded clothing and to a .38 revolver. Party is transported to Juvenile Unit.

Squad received information that numerous parties were behind 10XX Logan shooting dice, and 2 of the parties were in possession of handguns. 10XX Logan is placarded by the city as a NO TRESPASSING zone. Officers arrived at that location and numerous parties fled the area on foot. All parties were taken into custody, most were tagged-in-lieu. Officers later recovered a Hi-Point .380, a box of ammunition, and a baggie of suspected crack cocaine from the area.

Officers sought male at 17XX Glenwood Ave. N,Mpls.w/active HC JUVENILE PROBATION VIOL. ARREST WT/BURGLARY. Officers made contact W/sibling and parent. Parent informed Officers he was inside sleeping. He was arrested without incident/transported to JDC. Parent said he continues to get into trouble; she was glad to have us there. He is on file in MPD juvenile history 40449 w/prior MPD citations/petitions for: LOITER NARC, BURGLARY X4, DAMAGE TO PROPERTY X2, AGGRAVATED ROBBERY, CURFEW, FLEE POLICE ON FOOT, AND TRESPASS.


Officers sought male initially at his home address of 19XX 4th Ave. No. Mpls. for an active JUVENILE PROBATION VIOLATION ARREST WT/GM DOMESTIC ASLT. Officers made consent contact with his mother who reported he is on run/known to hang around 9th and Oliver and 22nd and Lyndale (drug distribution area). Officers went to 9th and Oliver and interviewed persons on the block. We learned he hangs out at 9XX Oliver Ave. No. Mpls. w/adult male who Officers spoke to and his mother. Officers then checked 22nd and Lyndale area/interviewed persons. JCAT has knowledge that he hangs around 29XX 4th St. No. /Officers went there. Officers encountered one male and another male (both have extensive juvenile criminal histories and are known to JCAT). They were found to have been under the influence of MARIJUANA. Officers recovered suspected MARIJUANA from one. He was released and later mailed a citation for marijuana.




Officers sought male at his residence at 15XX Sheridan Ave. No. Mpls. w/an active JUVENILE PROBATION VIOLATION ARREST WT FOR DOMESTIC ASLT. Officers knocked/encountered his mother who said he is on run/doesn’t know whereabouts. Officers obtained consent to enter/began interviews. He was found in upstairs bedroom/arrested on authority of arrest wt without incident. He is on file in MPD juvenile history # 31557 with prior MPD citations/petitions for; THEFT, CURFEW , DOMESTIC ASLT, SHOPLIFT, ASLT 5 X6, DISORDERLY CONDUCT X3, AND DAMAGE TO PROPERTY X4. He was transported to JDC.

Officers sought male at 41XX Sheridan Ave. No. Mpls.w/active HC JUVENILE PROBATION VIOLATION ARREST WT/THEFT. He is on file in MPD juvenile history # 36686 w/prior MPD citations for: TRANSIT CRIME AND CURFEW. Officers encountered his mother who was very cooperative/said that he is living w/father somewhere/said her son lied and said he completed court ordered obligations in this case. She said she would address and resolve the matter.


Officers sought male at 19XX Sheridan Ave. No. and 19XX Morgan Ave. No. Mpls.w/an active DAKOTA COUNTY JUVENILE “HOLD NO BAIL NO BOND” BENCH WT/ASLT. He is on file in MPD juvenile history # 45298 with a 2009 MPD citation for CURFEW. Officers found they are not residing at either place.


On 7/20/09 Person contacted JCAT concerning female w/an active HC JUVENILE PROBATION VIOLATION ARREST WT/DISORDERLY CONDUCT AND ESCAPE after she cut her EHM bracelet. Person had first hand information that female was at Bridge for Youth at 1111 W. 22nd St. Mpls. JCAT contacted MECC and MPD 5th PCT Officers located, arrested and transported her to JDC. She is on file/MPD juvenile history # 43868 w/prior MPD citations for: RUNAWAY X5, TRANSIT CRIME, AND CURFEW.

Sentencing in false rape charge against MPD officers

This happened (or was alleged to have happened) two years ago and I wrote about the initial story here. The MPD went the full yardage to prosecute this case, that was obviously so damaging to the reputation of the officers in question and to the force as a whole.

The MPD media office (Sgt. Jesse Garcia) sent out this memo and a second one, mentioning that the sentencing for Ms. Farkarlun will happen today at 2pm.

On July 28, 2007 Officers Paul Gillies and MiQuel Barnes were accused of raping Trisha Farkarlun while on duty after sending Farkarlun from 2101 Vincent Ave. N. Farkarlun presented at North Hospital and gave a SARS nurse the details of the CSCR. The SARS nurse contacted the MPD and Sgt.'s Troy Schoenberger and Catherine Johnson responded from Internal Affairs to conduct the criminal investigation and the subsuquent internal administrative investigation.



Very early in our investigation we determined that not only was Farkarlun lying about the incident, but that there was solid evidence in the form of GPS data and squad MVR recordings showing the time and location of the squad at the time of the alleged CSCR. Based on the evidence, we submitted the case to the Minneapolis City Attorneys Office for consideration of charging Farkarlun with Falsely Reporting Police Misconduct. The City Attorneys office charged Farkarlun and for the past 3 weeks the case has been in trial.



On Monday July 20, 2009, the trial concluded and the jury deliberated for approximatly an hour before returning the verdict of GUILTY against Trisha Farkarlun. It is expected that today (July 21, 2009) Farkarlun will be sentenced.



Of note in this case is that as if the GPS and MVR evidence was not enough, Officers Gillies and Barnes twice provided voluntary DNA samples to prove their innocence, first to to BCA and the second time to an independent lab selected by defense attorney Jill Clark.



Hopefully this case shows that while the MPD is committed to holding officers accountable for their actions, we will not tolerate false reports of police misconduct and when physical evidence is available to prove that allegations are false, the reporting party will be held accountable as well.



I appreciate the support of the Chief's office throughout this case as we moved forward with charging Farkarlun in this case.

Northside follies with Johnny

Regular readers of the crime blog know that I often refer to the Johnny Northside blog for first hand and close to the ground accounts of regular ongoing crime news in his part of the 4th precinct. Johnny's now twittering his crime watching from his vantage point in the Hawthorne neighborhood. Last night he documented the takedown of an ersatz bordello. He's also had an ongoing discussion of the fate of the Uncle Bill's property (a derelict convenience store that was shut down in part due to nuisance complaints by the neighborhood) closer to my neck of the woods. He's even got a contest going about when the building might finally meet the wrecking ball.

And another H/T: he recently noted that the MPD police radio is now available online.

MPD Citywide Highlights now up to date

Not sure when it happened but the MPD citywide highlights stopped being posted regularly for awhile. They've been sent out on various city lists but not posted online. In the past, I had time to convert the doc files I got from my email lists to pdfs, upload them and post them myself but my work schedule hasn't allowed me to do it. I kept hoping that the MPD would dedicate some staff time to putting them online again. Well they have. You can view this week's highlights here.

The weekly highlights are a great resource for those of you who don't live in North Minneapolis' 4th precinct that publishes it's own highlights. There are a few incidents listed from each precinct (usually the major ones of the week) and there are a compendium of stats YTD for the week, with trends noted. It's a great snapshot of Minneapolis Crime and we're lucky that the MPD devotes staff time to assemble and publish it.

We had some fun this week in Uptown.

The SA on the corner of 22nd and Lyndale (Kitty-corner from the Wedge), a late-night shooting Wednesday, in the parking lot. Seems to be a drug deal gone bad. 3 people were shot, one in the hand, one in the leg, and one in the center of the torso, a pregnant woman. Don't know how she or the baby is doing. MPD arrested at least 2 people, and recovered 2 guns.

This week we had 8 Burglaries;

1. 34xx Fremont Av S, 7-9-09 6 pm - open garage door, cash taken from a car

2. 34xx Harriet Av S, 7-8-09 1:30 pm - went in unlocked window by AC unit and took many items

3. 35xx Harriet Av S, 7-8-09 6 pm - Window left open, lots of electronics taken

4. 7xx 37th St W, 7-13-09 12:20 pm - attempt, suspect was seen trying to break a window and fled

5. 30xx Lyndale Av S., 7-11-09 3:45 am- Alternative Bike and Board shop - forced entry, no loss known

6. 1xx 35th St W, 7-10-09 9:30 am - unknown entry to garage, no force seen, bike taken

7. 39xx 1 av S, 7-13-09 12:30 pm - cut screen and went in open window, lots of electronics and others

8. 44xx 1 av S, 7-11-09 10 pm - garage, forced service door open and took lots of items

We need our Community Partners to get the word out. Let everyone on your block know;

1. Lock your garage doors and make sure they shut completely as you're leaving. Don't be in such a hurry that you drive away while your garage door is shutting. The door sensors may trip and leave your garage open all day.

2. Keep your garage doors locked and shut even when you are home. We have had people working in their front yards be victims of garage burglaries. They leave the garage open after getting gardening tools out and go to the front yard. The opportunist walks through the alley and sees the open garage and in seconds takes a bike.

3. Keep your house doors locked even when working in the yard. Don't leave your front door vulnerable and unlocked while you work in the back yard.

4. Watch for ANY suspicious activity/behavior on your block. If you see ANYTHING suspicious please call 911. Don't be afraid to use 911 to let us know something suspicious is happening on your block. You are our partners, we need you to call.

5. Be a good witness. Get as much description as you can. Observe any physical features of suspicious parties, clothing, vehicles, tattoo's, license plates and any other information that can help us locate or identify the person. I have attached a good form to have handy to make notes on what you saw.

6. Attend or start a neighbor Crime & Safety Committee meeting. Be informed and help keep your neighbors informed.

7. Make sure your motion lights work and that when they go off at night, you or your neighbors pay attention to why they went off.

8. Cut down foliage that is blocking lines of site. We need you to be able to watch out for your neighbors and your neighbors to be able to watch out for you.

9. Stay in contact with your neighbors and welcome anyone who has recently moved in (or those you haven't met yet that have been there for a while).

10. Lock your windows and if you dont' have AC or have to leave them open use window sash locks or pin your windows.

It was later determined that he was the resident and had been sleeping. He stated his roommate must have left the door/window open; he apologized to Officers.

Squad conducted a TLE on a vehicle/find 4 GD gang members in vehicle. During the stop, officers observe no seatbelts worn and get conflicting ID information on one male. They remove him, search him, and recover 100 pills of ecstasy. He was booked.

A SHOTS call at this location where Officers learned of an argument that led to a physical fight escalating into two groups retrieving guns/exchanging gunfire. Only two parties that were left at scene were booked HCJ. One gun/spent casings were recovered. A short time later, a person arrived at NMMC claimed he was shot during gun battle. After nurses removed bandages the victim used to stop the bleeding, it was determined that he wasn’t shot – nor was he bleeding. No injury of any kind was found. Victim then stood up/walked out of Emergency Room/left hospital before officers arrived…

A homicide added to the total for 2006

I wasn't blogging back then and looks like Rambix, who was, did not note it, since it probably didn't make a lot of news. This child death was ruled a homicide and it looks like witnesses eventually came forward which put pressure on the suspect (the child's father) to admit his guilt.

July 13, 2009 (MINNEAPOLIS) Criminal charges have been filed in the August 2006 death of 27 month old Malaya Rae Douglas. Her father, Pierre Lavontae Gray (DOB 4/4/91), has been charged with:



· MURDER IN THE FIRST DEGREE (felony) (while committing child abuse)

· MURDER IN The FIRST DEGREE (felony) (While committing domestic abuse)

· MURDER IN THE SECOND DEGREE (felony)



According to the complaint, in the months leading up to Douglas’s death, Gray had been trying to potty train Douglas and would get very angry whenever she would have an accident. These accidents would lead to Gray disciplining Douglas by “whooping” her with a belt or whatever he could get his hands on. On the evening of august 27, 2006, Gray become angry at Douglas because she had urinated on herself. Gray started to beat Douglas with a belt and then with a broom. Gray was observed swinging the broom like a baseball bat, striking Douglas while she cried “stop daddy” numerous times. When Gray finished, Douglas fell to the floor looking weak and pale. Shortly thereafter Douglas started to vomit clear liquid and her skin color started to change. Paramedics were called to the scene and Douglas was transported to Hennepin County Medical Center were she died a few days later.



In a statement, Gray admitted to investigators he hit Douglas repeatedly over several hours before police were called.



Homicide Detectives Scott Larson and Chris Thomsen reviewed this case and uncovered additional information leading to new witness statements that ultimately led to Gray’s admission. This additional information was essential in bringing these charges forward.



Patterson is currently in custody outstate. A current booking photo is not yet available.

Officers locate a .40 handgun, a 9mm handgun, and a short barrel, pistol grip .12 gauge shotgun inside the residence. Officers also recover a spent .12 gauge round outside, along with 9mm DCC. 3 parties booked for PC Reckless Discharge of a Firearm. AP was captured on video exchanging something for money. When stopped AP had 70 grams of marijuana in his possession. (CCN-09-200463)

MV Pursuit at 0200 hours, CCN 09-203578: Officer tries to stop a car that was speeding NB on 4th Street from 34th. The driver finally stopped just north of Dowling. Driver is believed to be intoxicated/handed over to U of M squad for DWI.
DOA at 11XX North 7th Street at 2351 hours: When Officers arrived; paramedics were performing CPR on a five month old baby boy. The baby later dies at HCMC. There does not appear to be anything suspicious, but I request 710 to the scene. They do respond and officers remain at the apartment so a search warrant can be obtained. CCN 09-203575.
Robbery of Person at 32XX Logan at 0228. Vic is jumped from behind by two suspects. He suffers a possible broken ear drum. A possible suspect is chased by officers, including K9/bitten. CCN 09-203603.

Victim reports a Mossberg 12 Gauge shotgun w/scope stolen from residence last night. V1 reports her daughter snuck a boy into house last night/now shotgun is missing.



SATURDAY (07-04):

Recover Gun: Officers stop a car near 27th and Knox at 0130. Driver was digging around near the center console, and officers recover a loaded 357 revolver.
Another infant DOA. Officers responded to a baby not breathing call at 19XX GVR at 0406 hours, but this was a bad address. A few minutes later officers found the father (and the correct address) at 25XX GVR. Infant was just over a month old, and sleeping with father. The father woke up and discovered the baby was lifeless. Medics transported the infant to NMMC where it later passed away.
Shooting at 36th and Humboldt at 0030 hours. Officers get call that a shooting victim showed up at NMMC at 0201 hrs. A very uncooperative 16 YOA V1 said it happened at 0030 near 36th and Humboldt. No scene was located. 09-204845.


Burglary of Dwelling

26XX Penn and 26XX Penn 16:00 hr s 09-205293

Suspect reached into a window at 26XX Penn and took the victims laptop. Victim chased the suspect on foot. The suspect entered a garage at 26XX Penn. Victim and another party found the suspect and held him until police arrived.

Officers called to NMMC on a possible shooting/notified by doctors that the wound (to head) there was no penetration. Victim was unconscious but stable (NLT). Victim told witness that he was jumped near 26th/Oliver Ave N by unknown males, and he pedaled his bike to 27th/Dupont, where witness found him/transported him to NMMC. No scene was located. At this time, it is not known if this was a shooting or if the victim was struck in the head with a blunt object.

15XX W Broadway – Janine’s Foods 09-206489

Officers responded to a silent alarm at Janine’s Foods. Upon arriving, officers learned two teenagers were fighting inside the store. One teen then pulled out a gun/shot at victim inside store/missed. S1 then fled. There was some damage to floor. V1 was uncooperative/fled while officers were attempting to gather information. S1/BM, 15 yrs. was wearing all black clothing.

Squad was called to the alley behind 41XX Aldrich Av. N. Victim states as she was walking down the alley, a vehicle drove behind her and front passenger got out and demanded victim’s money. Victim told him she didn’t have any and suspect then pointed a gun at victim. Victim again said she had no money. A backseat passenger got out of the vehicle had attempted to get money from victim. The suspect with the gun then struck the victim in the head with the gun. Suspects were able to get the victims money, approx. $500.00. The suspects then fled in the blue vehicle, southbound in the alley.

Squads called to a female with a “shotgun” in front of 31XX Fremont Av. N. Squads arrived to find a group of approx. 10 people arguing in front of the residence. Several females pointed out a female fitting the original description of the female with the gun. Rifle was found inside the residence and female booked for PC Weapons. Another male on scene was booked to DABUSE 5.

Police seek help in locating missing 74 year-old



July 6, 2009 (MINNEAPOLIS) The Minneapolis Police Department is requesting the public’s assistance in locating a missing 74 year-old south Minneapolis man. Staff from Abbott Northwestern hospital reported that Vincent Hamann walked away from the hospital at around 2:30 PM Sunday afternoon.



Hamann is a white male, 5’8” and 200 pounds. He is described as having grey hair, grey goatee and wire framed glasses. When he was last seen he was wearing a gray striped polo shirt, tan pants and Reebok tennis shoes. Hamann is considered a vulnerable adult and may be mentally confused and experiencing some memory loss.



Anyone who has seen or located Hamann is asked to call Abbott Northwestern Hospital Security at 612-863-5416 or call 911.

18 charged in major Twin Cities pot bust

I remember when I lived in St. Paul, Hmong farmers were supplying produce for the farmer's market in St. Paul. Apparently some of them have been using their agricultural skills in another way. And before anybody jumps in to bring in the pot should be de-criminalized angle, I should point out that these people were also stealing power in what was a pretty huge operation. Looks like they got to it a little late.

Arrest made in Bossen Terrace homicide



July 2, 2009 (MINNEAPOLIS) The Minneapolis Police Homicide Unit announced today that an arrest has been made in connection with the June 29th homicide that occurred at 5710 Bossen Terrace in south Minneapolis.



In the incident, which was discovered around 7 pm, an EMS crew responding to a medical emergency discovered that the patient was deceased and that the death appeared to be a homicide. Minneapolis Homicide investigators have been working the case since that point. In cooperation with the Minneapolis Police Violent Criminal Apprehension Team (VCAT) homicide investigators arrested Andres Rocha-Campinz (Date of birth 8-6-1990) last night at approximately 9 pm in the 3100 block of 15th Avenue South.



Rocha-Campinz is currently being held at HCJ for PC Murder. Investigators are working with the Hennepin County Attorney’s Office on criminal charges which are expected possibly as early as later this afternoon.
