Yes, we only have 19 Murders so far in Minneapolis this year. Matt McKinney has the story in the Star Tribune.
Nobody knows exactly why this has happened (many possible reasons are discussed). And there is a lot of celebration, particularly among Northsiders who it seemed like were holding a PEACE vigil every few days at certain points in 2006-7. It is worth pointing out that crime is dropping all over the country, so Minneapolis can be seen as part of larger trends.
If you ask the top cops of Minneapolis and St. Paul, they'll say that the success was due to simply working the problem. Dolan was unavailable for comment for this story but Harrington says they focused on how they address domestic violence (by my rough estimate, a third to a quarter of all murders in any given year, including child abuse). Also, breaking up gangs by offering members other opportunities or locking them up, kept them from adding to the murder stats. Minneapolis' reinstating the juvenile crime unit and how they address juvenile crime was no doubt a factor in keeping some gang violence from happening.
One factor that I've not seen discussed is the foreclosure crisis. Despite prognostications that the recession and forclosure crisis would lead to more crime, it's worth thinking about how crime is a social phenomena. It requires a place and feeds off a social network. A domestic murder happens at a home, a driveby takes place on a block where some people live or hang out. The foreclosure crisis disrupted all that. People lost homes, tenants were evicted when landlords went bankrupt. People are moving around and social networks are in flux. Even a gangbanger has to have a crib. If grandma lost her house and is living in an efficiency apartment or nursing home, junior is going to find someplace else to crash and for he and his friends to hang out. If this factor really is important, we would expect to see a couple of things. One is that formerly bad areas that were hit hard by forclosure are actually the first to "turn around" simply by virtue of de-population. Secondly, this is not a permanent situation. Who repopulates these areas will determine whether crime will continue to get better or if it will get worse and the cycle will start all over again. Thirdly, crime may continue to decline in some places but will explode in others. Over the past decade, the Met Council has made it a point to incentivize the building of affordable housing in the suburbs, tying it to cities' other expansion and development plans. It makes sense that some of these people kicked out of their homes by forclosures would seek out some of that housing or other affordable housing elsewhere in the inner rings. Also, the economics that formerly kept low income people out of suburbs are no longer in play, with the decline in housing prices. Mind, I am not saying that all low income people are street criminals. And for some, getting kicked out of their house may ironically be the best thing that ever happened to them, if they make a new life away from their former bad influences. But some won't, they'll simply rebuild their social networks in a new location.
One of my daily must reads is the Johnny Northside Blog, written and commented on by residents of Hawthorne and Jordan, the two neighborhoods mentioned as having the most dramatic turnarounds. It's pretty clear that those folks understand that they have a window of opportunity and they are working with realtors and the city to tear down derelict houses that invite crime (and slumlords) and promote the area to urban pioneers. Unlike some areas of North that are characterized by generations of slapped up crackerboxes (i.e. "affordable housing") that were temporary homes to refugees and returning war vets, until they could afford better, Hawthorne and Jordan have lovely craftsman and Victorian homes, in various states of repair. The one thing missing is the social and economic fabric that sustained the families that lived there and that's what the activists of Hawthorn and Jordan are trying to turn around. Good luck to them and may they be a model for the rest of the city.
One final note: There has been a lot of chatter on some of the political blogs about Mayor Rybak's role in the decline of crime in Minneapolis, now that he is running for Governor. I think it's worth remembering the whole record, not just last year. Much of his tenure, things got worse, not better. There were a few years where the problem of crime in the city seemed like an afterthought to this Mayor until it started eroding his popularity. The MPD seemed rudderless with tremendous publicly displayed infighting and scandal after scandal. The Mayor seemed content to let Police Chief Robert Olson dangle, criticizing him openly in the media. In contrast, Rybak seemed joined at the hip with showboating Chief William McManus who was more interested creating internal affairs cases than fighting crime. Not that the MPD couldn't have used a house-cleaning but not at the cost of disbanding the juvenile crime unit. McManus left when crime was getting worse in 2006, for sunnier climes. Dolan and Rybak don't seem to have as tight a relationship but as long as the crime stats are good, Rybak seems happy to have his picture taken with the chief and he's helped to marquee some important initiatives. The good crime stats are good news for Dolan, he's going to be up for reappointment soon. In Rybak's favor, it seems like he did learn from his mistakes. You can't really play sim city with the police department and crime like you can with other aspects of being Mayor, such as economic development. Even there, you can build it, but that doesn't necessarily mean that they will come. Especially when there's crime or even the perception of crime. Nope, with crime fighting, success really does have many fathers and it's worth remembering that it's never permanent.

S1 is the Ex/father of 3 children with W14 who was dating V1’s brother. V1 and his brother had a prior argument with S1 a few days back.

The victims and another were walking to a store when an argument broke out between them and a group of 6 men. S1 in the group shot at the three from approx. 50 ft. distance/5 shots. They couldn’t provide descriptions and the initial call stated it was believed to be a drive-by. They would not give a vehicle description either. Later V1 said the three were not going to the store but to meet up with some women.

Susps ordered all to floor and demanded cash. They threatened to shoot everyone. Officers were able to apprehend all and no one was hurt.

Officer did not arrest S1 because she was previously assaulted prior to ambulance arrival and had to be sedated. S1 was ID’d by DVS web-site.

S1/unk BM 27 – 32 yrs. (508”) dark skin/moustache & goatee/shaved hair was driving a tan 4 dr. /MN SSD602/FORD Contour. S1 did drop V1 off at one point and then followed her telling her to get back in car. She refused so he pulled her hair, forced her in car and sexually assaulted her. S1 then dropped her off near her home.

Susps ordered all to floor and demanded cash. They threatened to shoot everyone. Officers were able to apprehend all and no one was hurt.

Officer did not arrest S1 because she was previously assaulted prior to ambulance arrival and had to be sedated. S1 was ID’d by DVS web-site.

S1 did drop V1 off at one point and then followed her telling her to get back in car. She refused so he pulled her hair, forced her in car and sexually assaulted her. S1 then dropped her off near her home.

Vernice Hall Shooting claims another Victim
Vernice's Dad died suddenly on Sunday of a burst appendix and a bleeding ulcer. It entirely possible that the stress of caring for his daughter, who suffered massive brain damage in the crossfire gang shooting was a factor. Star Tribune story is here.

Officers were called to the scene/opened bedroom door and AP1 came running out screaming. AP1 was enraged at W1 and tried to get at her instead she used her knee to strike Officer in groin. Officer used her momentum to push her out door. AP1 admitted she had used cocaine along w/alcohol.

Friends of victims saw group fleeing and ran after them but heard gunshots. V3 heard 8 – 12 shots fired. The fight may have started over a boyfriend/girlfriend situation with S1/BF – 18 yrs. Gang related case.

Don't let your guard down in winter
When the subzero temperatures hit or there is a big dumping of snow, Minnesotans, even city dwellers tend to trust each other more in extreme situations: help for a stuck or stalled car, strangers go door to door, without suspicion, offering to shovel snow. Unfortunately there are some criminals who take advantage of this. Two stories:
The first, a crime alert from the MPD:

On Thursday 12/10/09 at about 7:45 pm on the 3100 block of Holmes Av S, a female resident was attempting to move her car for the Snow Emergency. She was having troubles starting the vehicle when an unknown male approached her offering to help.
As they were working to start the vehicle, the man pushed the female resident into the back seat of her car. The female resident was able to fight off the man and flee to safety.
We do not know what his intent was, as nothing was reported to be said and no other actions were reported to be taken by the man.
The man was described as a white male in his early 40’s, about 5’10” to 6’ tall, wearing a black coat that came to just above his knees. The female resident stated that he was wearing a dark-colored wool hat, gloves, and dark-colored jeans.
There is no further information available about this incident at this time.

Neighbors heard a male and female arguing off and on that night but no information. V1 went to Hsp. for SARS exam.

A magazine (GLOCK 9mm handgun) was dropped in V1’s vehicle between the seats.

Squads called to the above on a Shots Spotter that suspects may currently be standing in front of same address and had just fired a shotgun. Squads arrive quickly and took two males into custody. Officers locate a City garbage can in middle of alley behind 21XX Russell with what appears to be holes from being fired upon. Officers search area/locate shotgun.

Female victim was dropped off at bus stop(39th Av N/Fremont N) by her husband. A few minutes later, she was confronted by a black male wearing a dark jacket, light colored hooded sweatshirt and dark jeans. Suspect pointed a gun at her/directed her to small space between the garages at 39XX Fremont N, and the garage just south. Victim forced at gunpoint to perform oral sex, and to allow vaginal intercourse. Suspect then masturbated. He then wiped the evidence on the garage wall. Victim said she realized the gun was fake when she heard it click. (could have also been suspect pulling the trigger.) Suspect ran when the 2 gas company employees heard and responded to victim’s call out for help. Suspect ran SB in the alley.

Officers called by dispatch of a stolen car which was being monitored by the company in which the victim of the stolen contracts for GPS. Officers attempted to find vehicle from various locations given. Officers finally able to find it and as officers make stop, suspect attempts to strike one officer who was outside of squad w/stolen vehicle.
SATURDAY (12-05-09):

Four officers and one Sgt from Fourth Pct day watch responded to Third Pct to assist with an anti-Obama/anti-war protest. 150 protesters. No property damage. No violence. All response cars released at 1400.

Officers responded to a call of shots fired which was updated to a shooting, with V1 at 33XX Upton Ave N. Upon arrival, Officers located V1/juvenile male. V1 had a gunshot wound to upper back w/exit wound in neck. V1 transported to Hsp. - informed V1’s wounds were probably not life-threatening. Officers located numerous spent .45 and 12 gauge rounds in alley, Thomas to Upton, in the 3200 and 3300 blocks and located a spent .45 casing in back yard of 33XX Thomas Ave N and Officers located another spent .45 casing inside a garbage bag in the kitchen of the above address. Officers froze the house and drafted a search warrant which led to the recovery of a .45 handgun.

V1 stated that he was walking across the street from a friend’s house to his house and approached by an unk male, who asked V1’s name and then began shooting (multiple times) at V1. There were no reports of shots in the area or a ShotSpotter activation. Officers checked the area.

V1/BM-59 yrs. answered his door when S1/unk WM 16-17 yrs. (509”) lt. build w/red short hair and carrying a black automatic, pointed a gun at him/put his finger to his money telling V1 to be quiet. Then S2/unk BF -0 and S3/unk – 0 came around corner w/masks on. Suspects wanted his meds and then walked him outside/kicked him in groin 3 times/fled. V1 transported to Hsp.

V1/BF – 18 yrs. was robbed at gunpoint and V2/BM – 17 yrs. was kidnapped (susp. Gang member) while they were walking to a friend’s house by S1/unk BM – 0 (510”) lt. build and S2/unk BM – 0 (508”) lt. build who approached them in S1’s vehicle. The suspects never put a gun to V2’s head but demanded his jacket/shoes. V2 wouldn’t so they grabbed him/pulled him into backseat. V2 didn’t try to escape so it sounded like a set-up.

Squads called to the above on a Shots Spotter that suspects may currently be standing in front of same address and had just fired a shotgun. Squads arrive quickly and took two males into custody. Officers locate a City garbage can in middle of alley behind 21XX Russell with what appears to be holes from being fired upon. Officers search area/locate shotgun.

Female victim was dropped off at bus stop(39th Av N/Fremont N) by her husband. A few minutes later, she was confronted by a black male wearing a dark jacket, light colored hooded sweatshirt and dark jeans. Suspect pointed a gun at her/directed her to small space between the garages at 39XX Fremont N, and the garage just south. Victim forced at gunpoint to perform oral sex, and to allow vaginal intercourse. Suspect then masturbated. He then wiped the evidence on the garage wall. Victim said she realized the gun was fake when she heard it click. (could have also been suspect pulling the trigger.) Suspect ran when the 2 gas company employees heard and responded to victim’s call out for help. Suspect ran SB in the alley.

Officer Involved Shooting
S. Cedar Lk. Rd & Chestnut Av. 1800 hours
Officers called by dispatch of a stolen car which was being monitored by the company in which the victim of the stolen contracts for GPS. Officers attempted to find vehicle from various locations given. Officers finally able to find it and as officers make stop, suspect attempts to strike one officer who was outside of squad w/stolen vehicle.
SATURDAY (12-05-09):

Four officers and one Sgt from Fourth Pct day watch responded to Third Pct to assist with an anti-Obama/anti-war protest. 150 protesters. No property damage. No violence. All response cars released at 1400.
Preliminary Report of Shoot
33XX Upton Ave N 21:00 hrs 09-370085
Officers responded to a call of shots fired which was updated to a shooting, with V1 at 33XX Upton Ave N. Upon arrival, Officers located V1/juvenile male. V1 had a gunshot wound to upper back w/exit wound in neck. V1 transported to Hsp. - informed V1’s wounds were probably not life-threatening. Officers located numerous spent .45 and 12 gauge rounds in alley, Thomas to Upton, in the 3200 and 3300 blocks and located a spent .45 casing in back yard of 33XX Thomas Ave N and Officers located another spent .45 casing inside a garbage bag in the kitchen of the above address. Officers froze the house and drafted a search warrant which led to the recovery of a .45 handgun.

Officers responded 34XX Humboldt on a report of a shooting. Witnesses informed officers that victim had been transported to Hsp. Officers went there and spoke to the victim, a juvenile male, who had a gunshot wound to the top of his foot. V1 stated that he was walking across the street from a friend’s house to his house and approached by an unk male, who asked V1’s name and then began shooting (multiple times) at V1. There were no reports of shots in the area or a ShotSpotter activation. Officers checked the area.
