Minneapolis Police Precinct 4 (Sector 2) Update/weekly highlights

4TH PRECINCT HIGHLIGHTS----WEEK 699----June 14th—June 20th,2011

MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by the MPD at this time. All persons are considered innocent until proven guilty in a court of law.

ABBREVIATION GUIDE;

V=Victim (V1, V2, etc…)

S=Suspect (S1, S2, etc…)

AP=Arrested Party (person taken into custody or cited & released for a crime)

W= Witness (W1, W2, etc…)

OT= Other (a party on the scene that often played no specific role or is not a victim)

RP= Reporting Party (Example: "RP told officers there were people trying to break into his neighbor's house)

PV=Police Officer is the victim

EMS= Emergency Medical Service

DK= Drunk

GOA= Gone on Arrival

HCJ= Hennepin County Jail

JDC= Juvenile Detention Center

CHIPS=Child in Need of Protective Services

ID'd= Identified ("He ID'd the suspect as a classmate")

SHOW-UP =Suspect is shown to victims to see if he/she can be positively ID'd as the person who committed the crime

DOA= Dead on Arrival

MTP= Metro Transit Police

PC= Probable Cause (Evidence points to reasons to be arrested…i.e. "He was booked in HCJ for PC Weapons")

32XX Humboldt Ave N Friday 6/17/11 2220 hrs 11-174437

MFD responded to a house fire at this location. The house is an unoccupied, 2-story, wood frame house. Tenants had recently been evicted from this property. In the SE corner of the house a stuffed chair had been placed on fire. The kitchen sustained heavy smoke damage. There also appeared to be the remains of a melted plastic gasoline container beneath some stairs & the smell of gasoline in the structure. The origins of the fires were the chair in the dining room; an object in the SE room on the 1st floor; & a sofa in the NE room of the basement. The cause of the fire was determined to be Arson with loss estimated at $30,000 to the building & $1000 to the contents. No injuries.

33XX 4th St N Sunday 6/19/11 1938 hrs 11-176382

MFD responded to an outside fire near City View Public School. The fire was located in outside playground equipment on the side of the bldg. The cause of the fire was incendiary. S1/male, 14-15 yrs, was observed lighting candy wrappers near the equipment. The fire melted steps near the fire pole on the dinosaur playground section. Shredded rubber tires used for safety near the equipment were also on fire. The estimated damage is $8000. No arrests. No injuries.

30XX Penn Ave N Tuesday 6/14/11 1518 hrs 11-170318

Officers responded to the report of several people armed with bats & other weapons. A witness pointed out 3 people who were the main instigators in the conflict. AP1/female, 16 yrs, threatened to hit V1/male, 34 yrs, with a tree trimmer tool. AP2/female,15yrs , & AP3/female, 16 yrs, were cited & released for Disorderly Conduct. AP1 was booked in JDC.

Fremont Ave N & Plymouth Ave N Tuesday 6/14/11 1645 hrs 11-170404

Officers on patrol observed a physical fight in front of a bus stop at this location. Officers stopped the fight & observed that V1/male, 29 yrs, had a large laceration on his forehead. V1 stated he was at the bus stop & AP1/male, 49 yrs, was causing a disturbance in front of young children. When V1 told him to stop, AP1 punched V1 in the face & then ran off. AP1 suddenly returned & struck V1 in the head several times with a silver machete, which caused the laceration & several minor cuts. AP1 was booked in HCJ for PC Assault 2. V1 was transported to the hospital via ambulance.

44th Ave N & Sheridan Ave N Wednesday 6/15/11 1800 hrs 11-171546

Officers responded to the hospital to take a report of a shooting. V1/male, 21 yrs, had been shot in the finger & stated it was just a graze…that he didn't lose his entire finger. V1 was very hesitant in providing information & said he didn't walk to talk about it. V1 told officers he was on foot, & went to talk to a female on the corner. V1 stated he observed a green station wagon turn the corner & heard a single shot. V1 stated friends of his happened to be nearby & they drove him to the hospital. V1 would not provide their names. No suspect information. Wound is minor.

10XX Knox Ave N Saturday 6/18/11 0850 hrs 11-174874

Officers responded to an assault in progress & observed V1/male, 51 yrs, with a severe injury to his hand. V1's hand appeared to be broken & one finger had a severe laceration. V1 stated that known S1/female, 42 yrs, is a friend of his & got mad at him. S1 picked up a metal shovel & swung it at V1. V1 was hit several times in the back & he put his hand up to protect his head. S1 was GOA. V1 was transported to the hospital via ambulance.

38XX Thomas Ave N Monday 6/20/11 1530 hrs 11-177275

Officer responded to the above location regarding an assault. V1/male, 26 yrs, was bleeding from the face & head. V1 also had significant swelling around his eye socket & forehead. When asked what happened, V1 stated he was "jumped." V1 was taken to the hospital via ambulance. A witness told officer she observed a gray van parked near the rear of this location & 2-3 males were beating V1 in the alley there. One of the suspects looked at the witness & told her that V1 had raped a 14 yr-old girl. The witness ran inside an address & asked the resident to call 911. Suspects were GOA.

27XX Russell Ave N Tuesday 6/14/11 2323 hrs 11-170737

V1/male, 56 yrs, was walking in the alley when unknown S1/male, 18-24 yrs, grabbed him around the neck & told him to shut up. S2, another unknown male, 18-24 yrs, then put something into V1's side, stating he had a gun. S2 went into V1's pockets & took $25 in cash; an MP3 player; a smart phone; & 8 keys on a ring. Suspects fled & V1 went home & called police. V1 was not injured.

14XX Plymouth Ave N Wednesday 6/15/11 2250 hrs 11-171919

V1/male, 25 yrs, & V2/male, 30 yrs, are from Ely, MN & were en route to a home in Maple Wood when they became lost & stopped in a parking lot at the above location. V1 stated he asked for directions from unknown S1 & S2, males, both 18-21 yrs. One of the suspects pulled out a handgun & made victims get out of the car & lie on the ground. S1 went through their pockets & took their shoes, as well as keys to the car. Victims believe a 3rd party was involved acting as a look-out. Loss included $600 in cash; 2 pairs of shoes; a wallet; cell phone valued at $80; misc ID; & car keys. Suspects were GOA. Victims were transported to the 4th Pct to call for a ride.

37XX Bryant Ave N Thursday 6/16/11 1500 hrs 11-172869

V1/female, 38 yrs, was visiting a friend when known S1/female, 25 yrs, came to the house. S1 is a relative of the party V1 was visiting & has attacked V1 in the past. On this date, S1 came up behind V1, punched her in the eye & took V1's car keys & cell phone. S1 then left. V1 was able to retrieve her car keys through intervention with her friend, but was unable to get her cell phone back, which is valued at $100. V1 refused medical attention & was advised on how to obtain a restraining order.

Broadway Ave W & River Park W Saturday 6/18/11 1725 hrs 11-175223

V1/male, 15 yrs, was riding his bike on the pedestrian bridge at the above location when he was approached by 3 unknown male suspects, 15—19 yrs, on bikes. Suspects told V1 to empty his pockets. Suspects grabbed his silver necklace & stole his cell phone. Suspects then fled. V1 stated he may know S1 from high school, but was not sure. Loss is valued at $250. V1 was not injured.

30th Ave N & Irving Ave N Saturday 6/18/11 2033 hrs 11-175372

V1/male, 15 yrs, was riding his bike, along with his female cousin, when they observed a group of 15 males standing near their direction of travel. Unknown S1/male, 16-18 yrs, walked toward V1 & yelled at him to give up his bike. V1 stated he did not respond & tried walking away, but the group blocked him. S1 then punched V1 in the head & grabbed him by the shirt, to pull him off the bike. S1 continued to punch V1 until he fell off the bike. V1 was able to run to his uncle's house. V1's uncle got into his truck to look for his daughter, the cousin with V1. V1's uncle observed S1 riding V1's bike. S1 saw the uncle & jumped off the bike & ran. V1's female cousin was located unharmed, as the group totally ignored her.

43XX Washburn Ave N Sunday 6/19/11 0250 hrs 11-175936

V1/male, 27 yrs, said that after he parked his vehicle & walked into the backyard of his house, he observed unknown S1/male, 18-25 yrs, pointing a gun at him as S1 & 2 other males, 18-25 yrs, ran into the yard. V1 ran to get away, but slipped on wet grass & suspects caught up to him. S2 sat on V1 & one of the suspects placed the muzzle of the gun on V1's neck & threatened to shoot him. One suspect kicked V1 on the side of his face, leaving an abrasion. Suspects went through V1's pockets & took his wallet containing his DL; bank cards; & approx. $150 in cash. Suspects did not get V1's keys, as he threw them in the air when he ran. V1 was able to get away & ran to his father's house nearby. V1 reported the incident the following day. V1 refused medical attention & stated this is the 2nd time he's been robbed.

25th Ave N & Emerson Ave N Sunday 6/19/11 1635 hrs 11-176262

V1/male, 23 yrs, reported he had been robbed at knifepoint. V1 stated he was on the sidewalk at the above location when he was approached by unknown S1/male, 25-30 yrs, & unknown S2/female, 25-30 yrs. S1 held a kitchen-style knife in his hand & demanded V1's money. V1 wrestled with S1, & the knife cut V1's lower back & thumb. S2 reached in V1's pockets & took $180 in cash. Suspects then fled, as did V1. V1 was transported to the hospital via ambulance.

26XX Knox Ave N Sunday 6/19/11 2304 hrs 11-176590

Officers were dispatched to the above location on a carjacking. V1/female, 39 yrs, who was standing in the alley near her car with W1/female, 36 yrs, stated unknown S1/male, 23-34 yrs, walked past, then walked toward them. S1 pointed a silver semi-automatic handgun at V1 & W1 & demanded money. V1 told S1 her purse was inside her vehicle. V1 asked W1 to get her purse for her. S1 yelled at V1 to get it. S1 also demanded the keys to V1's car. S1 got into V1's car & an older white car drove up in the alley & talked to S1. The white car drove off, as did S1, in V1's vehicle. V1 stated her purse containing $1000 in cash, was still inside her vehicle. No injuries. Suspects were GOA.

35XX Humboldt Ave N Monday 6/20/11 1253 hrs 11-177102

V1/female, 66 yrs, had earlier been on the bus with her husband & had a "bad feeling", so she removed her necklace & put it in her pocket. Once home, V1's husband went inside & V1 went to the backyard to check her garden. While there, V1 was approached from behind by unknown S1/male, 28-32 yrs, who grabbed her & demanded her necklace. V1 screamed & S1 fled. V1 was not injured & there was no loss. V1 did not know if S1 had been on the bus with them.

Broadway Ave W & Morgan Ave N Monday 6/20/11 1945 hrs 11-177574

V1/female, 25 yrs, was waiting at the above location for the bus when unknown AP1/female, 42 yrs, maced V1 in the face & took her purse. V1's baby was also hit by the mace. AP1 fled on foot & was followed by W1/male, 42 yrs. AP1 threw several items belonging to V1, while being chased by W1. Officers caught up to AP1 & she was apprehended, then presented to V1 in a "show-up" where V1 positively ID'd her as the robber. Officers recovered all of V1's loss except for her purse. AP1 was booked in HCJ for PC Robbery of Person.

WEAPONS:

WEAP---Carry a Weapon w/out a Permit

Logan Ave N & Lowry Ave N. Monday 6/20/11 2310 hrs 11-177842

Officers observed 2 males who matched the description of a person with a weapon at a nearby call. The males were also riding their bikes from the area of that call. Officers approached the males & told them to stop. AP1/male, 23 yrs, continued on his bike. AP1 rode into an alley & officers observed him drop a gun, & continue riding. AP1 was apprehended & booked in HCJ for PC Weapons. The loaded gun was recovered.
