Minneapolis Police Precinct 4 (Sector 2) Update/Last Weeks Highlights

4TH PRECINCT HIGHLIGHTS----WEEK 701---June 28th---July 4th, 2011

MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by the MPD at this time. All persons are considered innocent until proven guilty in a court of law.

ABBREVIATION GUIDE;

V=Victim (V1, V2, etc…)

S=Suspect (S1, S2, etc…)

AP=Arrested Party (person taken into custody or cited & released for a crime)

W= Witness (W1, W2, etc…)

OT= Other (a party on the scene that often played no specific role or is not a victim)

RP= Reporting Party (Example: "RP told officers there were people trying to break into his neighbor's house)

PV=Police Officer is the victim

EMS= Emergency Medical Service

DK= Drunk

GOA= Gone on Arrival

HCJ= Hennepin County Jail

JDC= Juvenile Detention Center

CHIPS=Child in Need of Protective Services

ID'd= Identified ("He ID'd the suspect as a classmate")

SHOW-UP =Suspect is shown to victims to see if he/she can be positively ID'd as the person who committed the crime

DOA= Dead on Arrival

MTP= Metro Transit Police

PC= Probable Cause (Evidence points to reasons to be arrested…i.e. "He was booked in HCJ for PC Weapons")

ARSON:

16XX Oliver Ave N Sunday 7/3/11 0318 hrs 11-191836

MFD responded to a fire inside a home at this location. The front & back doors were open, the house had been ransacked, & MFD found a pile of clothes burning on the floor. The gas stove was on, but the pilot light was not lit. There appeared to be the smell of lighter fluid on the 1st floor. MFD located a large caliber handgun & notified MPD. The cause of the fire was determined to be Arson & the damage is estimated at $200. No suspects. No injuries.

Olson Hwy Service Rd & Russell Ave N Tuesday 6/28/11 2045 hrs 11-186886

Officers were dispatched to the hospital to take an Assault report. V1/male, 26 yrs, suffered a 1 & ½" cut in his armpit & a minor scratch on his shoulder. V1 was uncooperative & stated he didn't know the man who assaulted him, or the reason for the assault. V1 provided a limited suspect description. Wound to V1 is non-life threatening.

37XX Morgan Ave N Wednesday 6/29/11 1404 hrs 11-187526

Officer was dispatched to the above location on shooting. V1/male, 22 yrs, was lying on the floor in the rear of the house with a gunshot wound to his buttocks. V1 stated he was standing outside & did not see who shot him. V1 & others on the scene were very uncooperative. W1, who made the 911 call, stated she heard shots & saw a male, unknown age, running from the area. V1 was transported to the hospital via ambulance for a non-life threatening wound.

29XX 4th St N Wednesday 6/29/11 1535 hrs 11-187606

Officer responded to the report of a stabbing & met V1/female, 24 yrs, on the porch where the stabbing occurred. V1 had a 4" cut from her back thumb knuckle towards her wrist & advised that known AP1/female, 37 yrs, was in a back bedroom of the house. V1 stated she went to the address to visit her sister & AP1 came outside & said something to V1. AP1 & V1 began to fight when AP1 cut V1's hand. AP1 was booked in HCJ for PC Assault 2. V1 was transported to the hospital via ambulance.

8th Ave N & Aldrich Ave N Thursday 6/30/11 1555 hrs 11-188804

Officers were dispatched to the above location on the report of shots fired. Further remarks stated that a blue vehicle had crashed at the scene. Officers observed V2/male, 24 yrs, walking away from the vehicle. Officers were then directed to V1/male, 31 yrs, who was standing in a doorway. V1 stated he & V2 were in their vehicle, headed to play basketball, when he heard multiple shots & observed an unknown person pointing a gun at the car. V1 felt an impact to his hip, but the skin was not broken. V1 refused medical attention. Victims could not provide suspect information, but a witness stated she heard approx. 7 shots & observed a male, 20's, run into a dark-colored, 4-door vehicle, which drove off. Officers located 3 bullet fragments inside victim's vehicle near the passenger door jamb. Suspect(s) were GOA.

26XX Lyndale Ave N Saturday 7/2/11 0015 hrs 11-190403

Officers responded to the above location on a stabbing & met V1/male, 33 yrs, with a small cut on his upper chest area. V1 smelled of alcohol & stated he was very DK. V1 stated he went to this address & knocked on the door to be let in when S1/male, 30-45 yrs, an acquaintance, stabbed V1 in the chest with an unknown object. V1 kept changing his story & was very vague about what happened. V1 was transported to the hospital via ambulance with a non-life threatening wound.

40XX Colfax Ave N Sunday 7/3/11 1548 hrs 11-192220

Officers were dispatched to a stabbing call & met V1/female, 41 yrs, who had small cuts to her fingers & a puncture wound to her arm. V1 described the knife, which was found near the scene. AP1/ female, 50 yrs, was found across the street & admitted fighting with V1. AP1 denied stabbing V1. A witness confirmed there was a fight. AP1 was booked in HCJ for PC Assault 2. V1 was treated at the scene by EMS.

27th Ave N & Oliver Ave N Monday 7/4/11 2215 hrs 11-193619

Officers responded to the above location on a shooting. V1/male, 15 yrs, stated he was alone, riding his bicycle, when 3 unknown males, 16-17 yrs, all wearing dark clothing, started shooting at him from across the street. V1 fell off his bike & fled to address on Queen where a couple of his friends live. V1 was asked if the suspects spoke or threw gang signs at him, & V1 stated "No." V1 was transported to the hospital via ambulance with a shot to his forearm. Suspects were GOA.

49th Ave N & Aldrich Ave N Tuesday 6/28/11 1735 hrs 11-186634

V1/male, 15 yrs, stated he was walking his bike down the sidewalk when he was approached by unknown S1/male, 18-19 yrs, who asked him something & then punched him in the face. V1 attempted to fight back, but fell. Unknown S2/male, 15-16 yrs, then kicked V1 in the head. Suspects took V1's bike, valued at $150, & left. V1 refused medical attention, but officers noticed minor injuries to his face & a swollen left eye. Suspects were not located.

36th Ave N & Russell Ave N Wednesday 6/29/11 1435 hrs 11-187555

V1/female, 51 yrs, was walking down the street when 2 unknown male juveniles, 15-17 yrs, approached her from behind. One suspect blocked V1's way while the other grabbed the purse from her shoulder. Suspects then fled. Loss includes V1's DL; SS Card; $32 in cash; a smart phone; & bank card vouchers. V1 was not injured. Suspects were GOA.

12TH Ave N & Oliver Ave N Monday 7/4/11 1540 hrs 11-193198

V1/male, 41 yrs, walked into the Pct to report he had been robbed at gunpoint. V1 was approached by 3 unknown males, 25-30 yrs, on bikes, who circled him. S1 demanded money & pulled out a handgun. V1 forfeited all his money, which was $385. Suspects then rode off & V1 came to the Pct to report the incident. No injuries.

35XX Oliver Ave N Monday 7/4/11 2354 hrs 11-193780

V1/male, 14 yrs, was in front of the above location when he was approached by approx. 6 unknown males, 18-21 yrs, who circled him & started punching him. V1 went to the ground & into a fetal position in an attempt to protect himself. Suspects stole a new i-Pod valued at $300 & fled. V1 & his mother refused EMS, but she stated she would take V1 to the hospital, as he possibly suffered a broken nose. Suspects were GOA.

WEAPONS:

WEAP—Carry a Weapon w/out a Permit / Narcotics Violation

21st Ave N & 4th St N Tuesday 6/28/11 1314 hrs 11-186351

Officer initiated a traffic stop after noticing a vehicle did not have functioning brake lights & a passenger was not wearing a seatbelt. Officer detected a strong odor of burnt marijuana inside the vehicle when he approached the driver, AP1/male, 24 yrs. The passenger admitted smoking marijuana. Officer asked AP1 to step out, so the vehicle could be searched. Officer noticed a baggie sticking out of AP1's pocket & AP1 admitted it was heroin. AP1 had a permit to carry the guns & ammunition in the vehicle, but the permit was invalid because of his Felony Possession of Heroin. AP1 was booked in HCJ for PC Weapons & PC Narcotics.

35th Ave N & Penn Ave N Wednesday 6/29/11 1952 hrs 11-187871

Officers were dispatched on the report of a person with a gun. Remarks stated there were many people around a car handling a handgun. Officers arrived & ordered everyone to the ground. A handgun was found in a case in the trunk of a car. AP1/male, 27 yrs, admitted to owning the gun & was positively ID'd in a "show-up" with the 911 caller. AP1 was booked in HCJ for PC Weapons.

WEAP---Carry a Weapon w/out a Permit

14th Ave N & Knox Ave N Sunday 7/3/11 0322 hrs 11-191828

Officers conducted a traffic stop on a vehicle that was earlier reported to have been occupied by a male with a handgun. Officers conducted a Felony stop & located a handgun in the map pouch on the back side of the front passenger seat. Four occupants were arrested & booked in HCJ for PC Weapons. They are:

AP1/male, 21 yrs; AP2/male, 25 yrs; AP3/male, 22 yrs; & AP4/female, 35 yrs. The recovered handgun was a 9mm Hi-Point & was confirmed to be stolen out of Anoka County.

As a parent of two young children, all of the reported incidents scare me. I don't know whether to stay in minneapolis or move out even though I just moved here a month ago. I'm scared now to even go outside of my own house.

anon, first of all, you should check the crime reports in your precinct and neighborhood. I live in the 4th and most of these did not happen near me. Secondly, talk to your neighbors, maybe even get a block group going so that you can regularly communicate about what is actually going on or not. the Mpd does crime prevention training and shares information regularly with block groups. NNO is a great time to start one. There may be other reasons to leave the city but unless you live in a really bad place, crime happening somewhere in the city doesn't have to be one of them.
